Would the best course of action be to nerf every meta perk?
Imo I think ita probably best to nerf ever survivor and killer meta perk there is. What do you think?

Honestly the maps and tiles need balancing first. Meta perks wouldn't be so meta if there wasn't a safe vault or god pallet every 15 meters.

Check this out, every single killer is just a trapper skin, and trapper runs as fast as Judy Hopps from Zootopia, and all the survivors can shoot Spiderman web out their buttholes and can swing from sheltered woods to the game map. Then the killer puts the survivors back in their high chairs and spoon feeds them survivor pudding to help them keep up their health, and they all sing Christmas carols and snack on Figgie pudding while Quinten opens up all the presents and everyone gets a medkit except for Elodie who has to rummage through the bottom of the box so she can play with a left over band aid wrapper. Once the game ends everyone is given a steam refund

Best course of action is to buff every non-meta perk. That will piss off least players and everyone will be happy testing new perks

What's "meta"
Ruin, Undying, Corrupt, Pop
Buffing base regression would take care of Ruin and Pop being used together
Corrupt isn't going anywhere
Undying is only good with another Hex... But give back the Loud Noise Notification on TOTH and you have another Totem defense perk

With COH back in game there is good reason to believe the Survivor "meta" will change... but to what I don't know
DH only works if you're injured... so not much can be done
BT is a team perk no reason to nerf that
IW again only works if injured and again not much can be done to it

Not on its own. Minor nerfs to some of the meta perks may not be the worst thing in the world, but there's a reason all of the meta perks are entrenched as deeply as they are- it's not just that they're strong, it's because of the way the game overall is balanced.
Take regression perks, for example. If kicking a generator without any perks at all did literally anything for the killer to justify taking the time to do it, you could nerf regression perks a little and the meta would change inherently as people have the freedom to experiment with other kinds of builds, free of the fear that they're just setting themselves up to lose because gens are gonna fly.
I'd want to see the core game changed a little, and then all the non-meta perks buffed substantially to make them more appealing. That, in my opinion, is the best course of action.

But I forgot that Tinkerer is considered "meta" and for good reason... Also that it works really well with Ruin so they synergize

I think it's fair to say that there's a difference between a super-entrenched meta, and just perks people like running because they're strong and useful; Corrupt and Tinkerer are probably going to be seen quite often no matter what, because they're just convenient perks.
The attitude to take, in my opinion, is to make sure killers don't feel they need to run those perks, and have the leeway to run other builds if they want to.
The same obviously goes for survivor, too! Just focusing on killer for an example.

It comes down to what perks the players feel comfortable in using
For example I don't use tinkerer... But I do use Corrupt... I don't use BBQ anymore cause of Shadowstep but I did use No Way Out
Right now I'm going to experiment with: Oppression, Surveillance, Corrupt, Whispers... on Pig

Theres a difference between the meta perks on both sides.
Survivor Meta Perks: Needed to actually play the game.
Killer Meta Perks: Provides pressure for you.

Killer Meta Perks: Have to earn those effects (Pop, Surge, BBQ etc.)
Survivor Meta Perks: Fix their mistakes (DS, BT, Unbreakable etc.)

getting camped/tunnelled or slugged isnt a survivor "mistake".
"Earn" those effects by playing the game normally...? At most you can say that about Pop and kicking the most progressed gen. Even then sometimes its better to let a poorly placed gen go to ensure a good 3 gen from the start...

Unhooking in front of a killer is mistake. Get multiple downs is a mistake. Not taking protective hits is a mistake.

Killers camp and tunnel without a survivor unhooking in front of the killer.
If the killer is face camping the survivors HAVE to unhook in front of the killer.
Killers can and do prevent survivors from taking protection hits to tunnel someone out early.
Getting multiple downs isnt difficult - especially on killers with high snowball potential...

Good survivor perks should probably help them recover from mistakes, since they're the side of the game that can actually be completely removed from the match by making mistakes. Not saying these aren't strong perks or that there's no reason to consider nerfing/tweaking them, but there's a weird obsession with "earning" effects and "fixing mistakes" in this community.
DS is perfectly fair after its changes, BT is a very balanced and reasonable addition to the game, and Unbreakable only works once so it's more like a resource than anything else. "Second chance" is a perfectly reasonable perk type so long as the game is balanced around them, which is where I think most of the issues come from.

Depends on what killer you play. If you think any killer can prevent protective hits, then you are not good at it.
It's funny to see how all killers tunnel and camp and survivors are so poor players, when it's quite rare. It seems that common, just because survivors don't know what is actual tunnel -> if you don't try to prevent it, it's not tunnel.
getting multiple downs is not difficult? Avarage chase is around 30-40 seconds, unless you are potato, during that time you can easily recover.
Unless it's Oni, or Twins...
Again, depends on who is the killer.

i feel like you may want to know a story about a game called overwatch...
they nerfed EVERYTHING that was meta and made no buffs. The results? the game being a hot mess and now having lost 1/3 of its playerbase in around 1 year

You know, not to get too deep into it, but I think there may be another reason Overwatch lost that many players over the last year...
Regardless, yeah, I don't think just nerfing everything into the ground is a good idea for this game.

that's actually very very true, and i think we both agree. There's nothing bad in nerfing stuff, just as long as its in moderation and buffing stuff as well!
