Ye, he was loosing, and then suddenly this happened twice.

That is not cheating it is a dbd bug/lag it happens from time to time it used to happen way too often now very rare but definitely not a cheat just a coincidence you are overthinking it.

My guess is that you were in a swf that brought you closer to another region which ended up with worse ping between you and the killer in which case things like this can happen, in normal games with normal ping on both sides this almost never happens

That's not cheating that's latency old boy. This happens a lot in this game.
