slow hook progress depending on killer proximity?

So, the usual counter to the killer facecamping someone is to just let them die on first hook and do gens. Balanced as far as number of kills or the killer's score goes, terrible for that one person who barely got to play that game at all. So I'm just throwing this idea out there (I'm sure there are many), because there's always room for improvement:
What if you encouraged that counter by having the sacrifice meter go, let's say, 80% slower if the killer is facecamping and regain 20% every 6 meters away they are, back to normal speed at 24 meters (chosen to match Devour's activation range).
Doesn't take the option out of the game, but does give the killer a lot of time to consider if it's really a good idea as potential rescuers heal up and/or gens start popping. It would also be a useful indicator for teams without Kindred whether or not it's safe to approach (not that they need one, but it would be an unavoidable result of this idea).
I'd recommend only doing a change like this if killers were universally made better at chases or gen regression, though. Make them feel like playing "politely" is the way to go, and not that their options are all being taken away. But I think it would fit comfortably into the game's base mechanics without obsoleting existing perks (except Kinship/Camaraderie, I guess)

If Survivors are proxy camping around hooks to do a save as soon as you turn around, then no.

The biggest way to encourage the counter is to give the person on hook BP and pips if their teammates are doing gens while the Killer camps.
Points for ever second you are camped and for your teammates progressing gens. BAM. So even if you die on first hook to a camp, you have made yourself a bunch of BP and pip points if your team is progressing the game, which is the easiest counter to it.

No. It happens way too often that a survivor will go in for an insta save and just chase the killer around the hook. That would nerf the killer for no reason.

Stopping the timer to keep the hooked person alive is no good. It sound good in theory but you forget human nature.
There is only two reasons to camp the hook.
First is that the killer is a lot worse then the survivors or is new. They cannot chase and get somebody down, so the hook and wait for somebody to save. This has two problems in that it can be countered and at best you just get a hook exchange, unless you get stupid teammates that try to heal at the hook and the rest of the team have the run while you stand there.
Second you find a toxic killer that is just out to spoil somebodies game. These players don't care about the timer. They will spend all the game just standing there while the survivor hangs. The survivor can't even kill themselves so has to wait for the gens to be done and then get saved or DC.
Then you have the poor killer who hooks somebody and another survivor is close. The killer is not going to want to leave the remaining survivor just to unhook, they want that kill as well.
There is no solution to camping apart from letting new players learn and waiting for the toxic players to move on to another game.

As I say, almost any change like this would also need to be removed if any survivor entered the area.
But then again I really don't think there should be a penalty for it

I actually like this suggestion better than mine since it doesn't break how the game actually works, it's just an reward change that's in the spirit of what BHVR is going for with how you get lightbringer points for being chased and whatnot. Doesn't really change things from the killer's POV though.

Great suggestion I vouch for myself mate. You don’t need to edit in an apology because one person says the devs already tried it. It must have been a PTB or something, I’ve been playing since late 2016 and remember no such in-game change myself. The point stands that there are currently no penalties to camping or tunneling, people are fed up waiting on the devs to make decent base kit changes or perks to counter these. Your suggestion is totally fair, killers will leave the hook if the progression is massively slowed (not stopped).
That and disable killer powers from being activated within a small radius of a hooked survivor. Mostly because of you know who.
