For the love of Cthulhu, penalize camping killers
Every rank they are there. Penalize someone who hooks survivors and stands there or attempts to be nonchalant by moving in a 3 foot area around the hooked survivor. Heres an idea:
if a killer wants to play that way: Give the other survivors working generators a speed increase to repairing the generators the longer a killer hangs out at/around a hooked survivor.

The list goes on and on For game balance. I don't really like streaming this game anymore for MANY reasons. Campers being one of them.
Somehow, there is no peace to be discussed when it comes to this game and changes because Ranks are different and how players handle the game completely seam to be different.
Today, High rank gameplay is about staying in chases with the killer. Early access gameplay was about hiding from the killer.
I am struggling to find this as a horror game at this point because anything about hiding is heavily punished.

In the first chase 2 or 3 gens gone just pre dropping 2 or 3 pallets. Now is necesary camp or tunnel as m1 killer, or you are screwed... sadly.

you can penalize killers already for doing gens and escaping. problem solved.

you can make a penalty to hitting with a weapon near the hook, the longer it costs, the longer it will recover, because at the moment, even if you save the teammate, you get on the hook for its place

This. Campers camp because they have been rewarded for it in the past, usually in the form of altruistic survivors bombing the hook and giving them more downs. From a killer perspective, why leave the hook when all the survivors are coming to you? In many cases, the line between actual camping and the survivor team foolishly swarming to the hook is hard for some to see.
If you want to dissuade killers from actual camping, punish them by slamming gens. Abandoning your teammate goes against conditioning, and It sucks out loud for the person on the hook, but getting 1K de-pip games is really the only impetus for these killers to stop. True camping is a terrible strategy against good survivors.

It's not that simple. Sure some killers purposely camp close to hook like you described. However, there are also many times when killers are actually only still nearby due to some other reason. This includes but not limited to, smashing a pumpkin or previously dropped pallet. ..Laying down traps... snuffing the boon totem... looking around for scratch marks of fleeing survivors... trying to find a second downed survivor... and of course if the killer sees another survivor in the area they have every right to chase them, even if they run around the hook area.... also if killer sees another survivor trying to run up to unhook or trying to be sneaky about the unhook, the killer cannot be expected to ignore this.

And when you are that survivor on the hook, the feeling of turning off the game is amplified by 100 times

Sure if they're pretending. Issue is though that many likely aren't pretending and really do have good reason to still be in the area. Your reply does not specify so I ask, are you including when the killer sees obvious immediate scratch marks in the same area as well? Or better yet, if the killer actually has direct visuals on survivors still in the same area?

Never, Bubba with Corrupt, Deadlock, Ruin and noed is the new meta to gain mmr by facecamping and getting tons of skill.
So says the MMR system.

then you need to redo the hook mechanic to impose additional health if the killer is nearby (without the bill perk - he will only add extra time or take 1 hit at the specified time as a punishment for camping)
Option 2 an assassin within 20 meters of the hook cannot use the ability

It is necessary to impose a debuff on the killer where for every second of standing near the hook it prohibits the use of force or a blow for the same seconds

You can't penalise camping or tunnelling, it's a gameplay choice.
It's a simple fact of any asymmetric game like this, the single role has the ability to make the tactical choice of eliminating one of the group roles ASAP.
There are other mechanisms in place to reduce the value of doing so, and instil a risk-reward equation. Camping a hooked survivor means other survivors are free to complete the objective quicker. However, this has to remain a choice, for all players involved.
If survivors got a repair speed bonus when another survivor was hooked, then that would incentivise not rescuing hooked survivors. You'll probably find that such a system would result in more survivors dying on first hook because nobody would want to come and rescue them.
The hard truth is that you are not entitled to an unhook. You got caught, you got hooked, you lost. If you're fortunate enough to get unhooked that's awesome! If not, too bad. That's the game you're playing.

ok how about we also penalize survivors that keep on tunneling gens. Or how aobut we penalize survivors that keep on camping pallets

But, if you’re not on a team, you’ve wasted time scouting the hook & running across the map to help before you realize the killer is a camper.
even on a team is is HARD to get gens done with campers. If you’ve got an inexperienced killer, sure you could escape. But it’s near impossible to escape when you got a decent killer camping.
