Mindbreaker.
A perk that disables Sprint Burst from gens until they decide to start walking for 5 seconds, which will hinder them more than it will help him depending on the situation. Even better on stealth killers where they can't start removing their exhaustion because they don't know if the killer is coming for them. It also counters other exhaustion perks, notable ones such as Lithe and Dead Hard.

I just like how it makes it pretty much impossible for an injured survivor to lose you, and I like it even more now that Shadowstep is popular. 😄
I also like Spies from the Shadows, it's like wall hacks with birds on indoor maps. The only thing I wish is that they'd replace its explosion sounds for the noise alert with crow calls, it would feel way more thematic that way!
Mostly though I just kind of run with whatever the bloodweb happens to have given me for Rank 3 perks on a given killer. (I don't grind for specific perks, I just do a bloodweb or two before a match and make a loadout.) There are certain perks I never use because they're so awful (e.g. Monstrous Shrine) but I feel ok playing with anything really. 🤷♂️

Lightborn
I have been grinding bloodpoints for a while, to get Hillbilly to 35 to unlock Lightborn for my other killers
I just played a match where a Survivor complained that I had lightborn after the match. Felt great

Shadowborn. Best QoL you can give yourself while playing killer. Should be basekit.

Oh boy. I just love making funky builds, and one specifically has become 'meta' for me.
- Plaything
- Retribution
- X
- Y
X and Y can be your choice of regression perks, info perks, BBQ or even something aggressive like LP.
The idea is that they constantly have to cleanse the Plaything totems, which procs Retribution. This in turn gives me an incredible amount of info. It also works well against booners.
Monitor and Abuse is also a favorite of mine on Hag and Pig, and allows me to get really close.

Discordance - Great info from the get go and mid/late game
Thrilling Tremors - I prefer this over BBQ when i'm not needing BP
Plaything - Can cause quite a bit of chaos and a sort of slowdown.
New Bloodfavour is now one of my favourite hexes

Lightborn - life just feels better with it
Bloodwarden - I don't run it often, but when I do it's super-satisfying to get multiple kills with it

Plaything. Oh man I run this on so many killers. Information is very strong in DbD. Taking that away from survs can have a great effect to cause chaos, have them make mistakes, and cause slowdown by making them do something else.
Brutal combo when paired with Third Seal, since then they can't see the auras of their totem. These two perks will give the survs the real horror movie experience.
Fearmonger is another go to perk for me on killers that have a hard time giving chase with the W strat.
Jolt is another favorite of mine. Let's me keep moving and chasing without having to stop all the time and kick gens.
In general I tend to avoid meta perks simply because I get bored running the same things all the time. I want to try new perks and new combos.

Deerstalker, which really should be base kit with how often survivors on the ground make no sound at all.

Shadowborn is always nice to have. Simply improves killer gameplay all around.

The biggest problem with Plaything is that it's basically hard-countered by SWF coms. It's wonderful against solos though, or when paired with Retribution. Going to run both with the new Artist perk.
I...never thought of pairing it with Third Seal. I might try that.
Jolt/Surge is incredible on instadown killers, but I struggle to make it work against the new 'just lead killer into a corner of the map so that it takes months to hook you' strat. The cooldown can also be a little punishing.

True about Plaything, though SWF comms counter a lot of stuff. Personally I don't really plan for them.
The Third Seal combo is very fun, especially on indoor maps. Note, however, that it's not really a BP getter or pipping build, since lots of survs die early since they can't see anything. XD
Jolt certainly has flaws. On The Game and Midwich, I love to have it. On Ormond, not so much. Still, fun non meta option for killers that down with M1. And while I may say jolt with my lips, my heart will forever whisper Surge.

Whispers...I like it on some larger maps but indoors it's honestly worse than nothing at times. Always sends me off on wild goose chases.
Will try Third Seal once I start learning Plague again. Just burning through my relevant Cenobite addons before the nerf comes down and throwing my BP into Plague to unlock the perks I want.

I mostly run Shadowborn but I'd exclude it.
Either No Way Out or Agitation.
As there are some situations I get no value from NWO. So, Agitation.
Agi helps a lot when you hook near generators which have lots of progress.
Some survivors try to get free hit thinking they can make wiggle.
Most of all, it feels good to have because certain maps have weird hook positions but I can still hook him/her.
