Suggested Ruin buff
Since hex ruin can get destroyed within 20 secs in the game and leaving the kiler with three perk that whole game, give ruin a rework so that the ruin totem won't lit up until first two gens are completed. After completing two gens, a dull totem will get lit as hex ruin and hence the killer won't lose his perk immediately at the start of the game.

But hex totems overall being cleansed way too early could.

I prefer this instead.

Here's a nifty buff for Ruin or any Hex Totem for the matter.
What if a Hex totem does not spawn after a minute has passed? Can be less or more time, I will leave you to think what's a fair time.
And the Hex effect still continues like normal, it's just hidden from everyone and then be cleansable after X time.

This made me think.
Why not hide the Hex until any survivor actually gets cursed by the Hex. The moment someone gets cursed a dull totem becomes a lit totem for that perk.
You would need to figure out what to do with for example Devour Hope, but that aside, I think it's a good idea. At least so that Hexes don't get cleansed at the beginning without doing anything.

The problem isn’t ruin, ruin itself is fine, the problem is survivors spawning right on top of totems which are cleansed before the killer can physically cross the map to get to it.
They just need to fix totem spawns and then I’d also be ok with the entity blocking all totems for a short duration at the start of the match (60s maybe).

I think I’d like Ruin a bit better if, instead of being a totem, it was a perk whose strength depended on the number of dull totems on the map. So it could have regression at, say, 40% normal speed per dull totem. At full strength with 5 dull totems at the start of the match it would be 200% regression speed, later in the match the regression would decrease until if there were no dull totems less it would have no effect. That would make it have a similar effect but not be as swingy.

Sounds like my old Hex rework idea, where all Hexes scaled with the numbr of totems remaining.
