What perk did you think was going to be meta but wasn’t?
I have 2 actually. Second Wind is the first. For some odd reason I thought this perk was going to be meta, boy was I wrong. It has received a smaller timer (I think it was 32 before) to what it is now. I always saw it as a insta heal sort off perk but it needs you to heal another survivor a full health state in order to activate. This is really difficult to achieve when playing solo.
I personally believe it won’t ever be meta, as there are better options for healing perks. Maybe if it activates when healing yourself?
Opression is the second one. The 80 second cooldown hurts this perk a lot. It has potential to be strong but it’s isn’t there yet. Start off by lowering the timer to 60 seconds (if generous enough, 40 seconds) or leave at 60 seconds + incapacitated status if missing the skill check. This can also apply to overcharge.
Now I ask you guys, what perk did you think was going to be meta?

I always thought crowd control was gonna be super nutty, but it being a hex and just being situational makes it eh

Lucky Break. Obviously it was 90 seconds in its original buffed incarnation, and the drop to 45 likely killed it even if it's quite good now at 60. Maybe it's rather map-dependent, but being able to effortlessly lose the killer after that first hit is really strong, especially if you bring a medkit and heal yourself up afterwards so that you still have more Lucky Break to burn the next time you get hit. But I never see anyone run it.
I'm not complaining, though - I'm blind as hell and rely on scratchmarks and sound to track.

Maybe not "meta", but the following are semi-recent perks I thought would be used a lot.
Survivor: Any Means Necessary, Inner Strength, Soul Guard, Power Struggle, Blast Mine
Killer: Thrilling Tremors, Deathbound, Crowd Control, Plaything.
I would say Pentimento but that perk is not very good, especially not with gen slowdown for 2 totems. Nobody cleanses totems anymore. Honestly, with the advent of Boons and loads of perks to deincentivise cleansing, I'm starting to think the devs actually like NOED and want it to be used more.

Honestly I thought Off the Record was going to... maybe not be meta but see more use. It's like the stealth version of Decisive Strike. That should be good right? Yeah... miscalled that one.

bring inner strength with lucky break, so that you'll be able to get 2-4 proc value from it :)

A few.
Starstruck+Agitation is crazy strong on some killers, but after a brief phase of frequent use it became a seldom seen gimmick build.
Pop+Oppression is amazing and I'm surprised not to see it more. The only person I really see running it is Tofu.
My own personal 'meta' build - Plaything+Retribution is exceptionally good on a lot of killers and works well to counter boons. It's only issue is that it's a lot weaker against SWFs (but that's nearly every stealth option in the game, sadly).
I see a fair amount of Soul Guard actually. It's a really strong perk and a lot of survivors are warming up to it. The big problem is that there are maybe 8 survivor perks that are simply too good *not* to use - DH, Spinechill, Unbreakable, CoH etc. This restricts survivor builds somewhat. Unfortunately, these perks are going to have to be adjusted if the stale survivor meta is ever going to change.
Thrilling Tremors is...mediocre. It often backfires and results in a snowball situation of several gens popping together later in the game. I'm starting to find that Deadlock has the same issue. It sometimes has an anti-synergy with other regression perks. If these gens regressed during the lock, it would be a different story.
Crowd Control is a hex, which means that it's very unreliable. The only hexes I get much reliable value out of are Devour Hope (because it only activates later on), NOED (same reason) and Plaything (due to it's cyclical nature). Otherwise you have to commit heavily to a hex build with Undying.
Deathbound has too many restrictions. If it worked on all forms of healing, it would be a lot better.

When I first started playing DBD I thought Prove Thyself would be the most used perk in the game because it just makes the objectives go faster. Considering I only knew of like 7 perks in the game total at the time you could see why I thought that.

Flip Flop, they talked about it years before it actually came out with Ash, and I was really excited cos I thought it'd be great fun to use.
Turns out it was not at all useful outside of a full anti-slug build.

It should’ve been buffed to be able to pause the timer when healing. It’s more of a one time use perk, not bad but I think most survivors prefer to have a perk they can use through out the match.

I don’t think I have ever went against this perk when playing survivor. It’s pretty much outclassed with Bamboozle. With Boons existing, I don’t think I’ll ever see it.

To be fair, Prove Thyself is like... a barely not meta perk. It's very good... just anti tunnel, anti slug, and anti camp perks are a bit better.

It’s a solid perk on killers that can from one side of the map to another, maybe nemesis with his zombies. Not really good on M1 killers, by the time you get there, they are pretty much gone.

PTS and Spinechill scare me more than exhaustion perks in a lot of games.
There's nothing quite like a group of seemingly invisible survivors that pop 5 gens in less than 4 minutes through Ruin.

Honestly, kinda same. Anti camp, anti tunnel, and anti slug perks don't do anything if the killer doesn't do those things. Exhaustion Perks can be rough but most Survivors don't use them well. PT though can make the game go a lot faster than it should. It's honestly my second least favorite Survivor perk to go against.

all perks are meta on the ptb until survivors realize they are strong and cry to the devs to nerf it
then killers cry about survivor perks and they also get nerfed
in the end everyone gets s### because nerfs for everyone
honestly tho i thought counterforce would be meta but now boons exist so destroying totems is looked down upon
for killer i thought lethal persuer would be a meta which it kinda is but then everyone realized it's only god on cirtain killers and some dodn't even need it im a doctor main and i already find everyone at the start so what's the point :/

Great buff idea for Oppression. I would be fine with a 60 seconds CD if it gave incapacitated like you mentioned. Otherwise it need a 30 second or less CD as we all know base regression is ridiculous.
Perks I thought were going to be Meta:
- Lucky Break - If it had stayed the same as PTB it would have been (Was busted) but 60 seconds somehow knocked this perk out of contention.
- Power Struggle - Only works with Unbreakable/New boon and assuming there's no pallet glitch.
- Eruption - This perk take sheer luck to pull off but don't worry there's a CD too. Great idea poorly executed.
- Surge - Decent perk but the CD and basic atk holds it back.....a lot.
- Deadlock/Scourge hook GOP - They fall short of my expectations. DL prevents regression and only blocks for 30 seconds and the numbers on SH are were to safe and now even worse thanks to CoH. Plaything is great though I always get value from this perk.
- Counterforce - I like the speed boost you get but the 50-80 meters between totems cucks this perk. I know it's their for balance but DH/SG are older but BETTER. There are more but these are my top disappointments.

back when it first released, i was 100% expecting Hex: Devour Hope to be a top tier meta Perk.
mostly because of those big words such as "Exposed" and "Killed by your own hand".
turns out i was underestimating the whole it being tied to a totem thing back then...
still, that doesnt make it a bad Perk.
up to this day i uphold Hex: Devour Hope as the ideal Hex Perk - it has a huge risk involved for the Killer, but it comes with a huge payoff if you do get it to work - and on top of that it promotes a fun and healthy playstyle.

Hex: Blood Favor.
Yes, it is a Hex, so I understand it can be very inconsistent. But the results you can get with it are amazing.
It works amazingly well on Huntress and Legion. Especially on pallet heavy maps, like The Game.

The last survivor perk that got a real nerf was Object. That took years and was basically maphacks for SWF groups.

Dead Man’s Switch until I realized the timer starts when you hook the obsession and not when the survivor decides to get off the generator.
