New Killer Concept - The Scourge
(21st Edit: Fully reworked Pestilence and re-did his add-ons relating to it. I'm far happier with it now, as it's far more interesting than just the knock-off, weaker Doctor he was before.)
Time in-game at the start of the concept: 5 hours
Time in-game when I finished the concept: 145 hours (Ireful Hives added at 335 hours and Pestilence reworked at 354 hours)
Chapter #??: Of Hunger and Hives
The Scourge:
Speed: 4.6 m/s (115%)
Terror Radius: 32 meters
Height: Short (5 foot 1 inch)
Menu Animation: The Scourge lifts up his arm, watching bloody honey lethargically drip from their wrist as wasps scurry around under his skin.
Ambient Noises: Raspy, ragged and gurgling breathing with buzzing
Basic Attack: The Scourge sideswipes with his talons, his palm facing outwards. Upon a hit, he digs deep into his left arm with his stinger-claws, dragging them viciously along his arm, releasing a hissing screech. Bloody honey oozes out of his arm.
Mori: The Scourge pulls up the survivor to his face, proceeding to savagely tear at their neck with his mouth. He then releases wasps out through his mouth into the survivor's mouth.
Door Break Animation: The Scourge rapidly scratches across the door with his left hand, then kicks it in with his right foot.
Pallet Break Animation: The Scourge puts both of his hands on the pallet, and then scratches the pallet diagonally in a sort of X pattern.
Vault Animation: The Scourge sluggishly lifts themselves through the window, stumbling slightly on the other side.
Walking Animation: A stumbling, disorderly walk (think like Hillbilly). Visible from killer P.O.V. (also like Hillbilly).
Weapon: Vespic Talons (a set of distorted fingers tipped off with stingers).

Power: Pestilence;
While this holding the Power key, The Scourge wilds scratches at their left arms, spilling out out bloody honey containing wasps onto the ground. These pools of Visceral Honey are 2 meters in diameter. Walking on the honey inflicts survivors with Stinging. While suffering from Stinging, survivors scream intermittently, can't repair generators, cleanse totems, hide in lockers, or leave through the Exit Gates. Survivors are inflicted with Exhaustion and Hindered for the full duration of the stinging (with Hindered decreasing movement speed by 10%). Stinging lasts for 12 seconds. Pestilence takes 1 seconds to charge up. You can hold this power for 14 seconds before it has to recharge for 8 seconds.

Special Ability: Ireful Hives;
The Scourge summons a hive of full of wasps by using the Secondary Power Key. If the key is pressed again within 12 meters of the hive, it erupts into a swarm of wasps, which apply the Stinging effect to survivors within a 9 meter radius for 12 seconds. Up to 5 Ireful Hives can exist at any time. Spawning a new hive will remove the oldest hive. It takes 3 seconds to set an Ireful Hive.

The Scourge's Teachable Perks:
Persistence: After hitting a survivor with a basic attack, you gain the ability to break dropped palettes and doors 80%/90%/100% faster for 9/11/13 seconds.
Scourge Hook: Fatal Error: After a survivor is unhooked from a Scourge Hook, their aura will be revealed for 4/6/8 seconds every time they fail a skill-check. Additionally, every failed generator skill check will cause said generator to regress by 10%/13%/16%.
Malnourished: Injuring a survivor in any way makes their items lose 25%/50%/75% of their charges.

Hook Line n' Sinker: After being in a chase for 40/30/20 seconds, Hook Line n' Sinker activates. For the remaining duration of the chase, if you stun the killer you will gain the Haste effect (+9%/+15%/+21%) for 3/4/5 seconds. This perk has a cooldown of 70/60/50 seconds.
Getaway: If you are being carried by the killer near a locker, you can choose to enter it, stunning the killer for 3/4/5 seconds. This perk has a 60/50/40 second cooldown and inflicts exhaustion for 60/50/40 seconds.
Bloodshot Eyes: When a killer hits you with any attack, their vision gets obscured by blood, but wit far more than the normal splatter effect. The splatter lasts 4/5/6 seconds.

Increases the duration of Stinging slightly (+2 seconds)
Stale Marrow:
Decreases recharge time of Pestilence slightly (-1 second)
Needle Tooth:
Increases activation and eruption range of Ireful Hives considerably (+5 meters)
Crooked Talon:
Increases the amount of time you can hold Pestilence slightly (+2 seconds)
Split Thread:
Increases the duration of Stinging moderately (+4 seconds)
Green Add-ons:
Rotten Skin:
Survivors being stung can no longer heal, crouch, or fast vault, but the Stinging duration is reduced considerably (-6 seconds)
Worn-out Sole:
Increases the strength of Hindered from Pestilence considerably (-7% speed)
Infested Flesh:
Allows survivors being stung to repair generators, however, any survivor stung while repairing a generator or up to 6 seconds after will suffer from the Exposed status effect for the duration of the Stinging
Knee Cap:
Increases movement speed slightly while Pestilence is recharging (+0.2m/s)
Sticky Toy Car:
Causes survivors being stung to drop the item they are holding
Purple Add-ons:
Fire Poker:
Survivors being stung that pass within 4 meters of a generator will cause said generator to regress by 8%. Can only happen once per stinging.
Hive Queen:
When a survivor being stung goes within 6 meters of another survivor, that survivor also begins to be stung
Cracked Rib:
Reveals the aura of survivors being stung
Sinewy Wax:
Survivors that are being stung suffer from the Oblivious status effect
Iridescent Add-ons:
Wretched Fleshcomb:
Decreases the amount of time you can hold Pestilence considerably (-9 seconds) and decreases movement speed while holding Pestilence moderately (-0.4 m/s) but survivors walking on the Visceral Honey will suffer from the Exposed status effect, which will last for 5 seconds after they step off of the honey
Anemic Honey:
Tremendously increases the duration of Stinging (+12 seconds), and gives them skill checks as they are being stung. Failing said skill checks will result in an increase in the strength of Hindered from Pestilence (-2% movement speed every time). Skill checks will happen every 6 seconds. Decreases your base movement speed moderately (-0.2 m/s)

18th Edit: Re-did the lore after I got some very good constructive criticism:
Lore: As a young child in a not-so well-off area, Abasi would spend his days hiding out in the dingy alleyways of his home-town. Every now and again, he'd catch a free meal of newly expired meat or some wilting lettuce. But, after a while, this wasn't enough for him anymore. To add insult to injury, he had gotten sick from eating all these spoiled foods for so long. So, eventually, out of pure desperation, he decided that enough was enough. The first thing that came to mind that could quench his desire for something to eat was unthinkable.
So, one night, he was stalking his way through the streets, and, under the cover of the dark, spotted a young boy. The boy was clearly lost, tightly clutching a tiny toy car. Abasi silently approached behind him, and, in an instant, was wrangling the life out of the boy's throat. When he had finished the deed, he dragged the body into a nearby alley and began to feast. Knowing that it may be a while before he got another meal, he hid the remaining half of the corpse in a barrel nearby. But, after a few more kills, Abasi realized that this would clearly get him found eventually. So, he started looking around for alternatives. Rats sated his hunger for some time, but they were hard to catch and left nasty bites. So Abasi began searching for alternatives once more. And on evening, he hit the jackpot. While surveying the town under the cover of darkness, he spotted a man transporting some kind of box into a shed. Wondering what might be inside, he investigated after man left. What he found was a peculiar and viscous liquid with an extremely sweet taste. It was perfect. And the best part was that it tasted great, fantastic even! So, day after day, week after week, Abasi would come to the shed, eat some honey on the spot, and leave before the man got back. However, one day, the man noticed that something was off. He had been noting that his supply of honey wasn't up to snuff with his average yield. And while it could have just been the wasps being uncooperative, it was too much missing honey. So, he started surveying the shed during most hours of the day, waiting to catch the thief. Unfortunately for him, said thief never showed up, and yet the honey kept vanishing. So, still determined to catch this crook, the man started watching during the nights. But he still could not catch the honey burglar. Time flew, and he lost sleep, getting restless and frantic. On one of his routine honey-collecting-trips, Abasi noticed that the honey was gone from the shed. Suddenly very anxious that he had been discovered, he figured that he'd go straight for the source of the honey. He threw a nearby fire poker like a spear, knocking one of the hives onto the ground. Unfortunately, a swarm of small flying things swarmed around him. Not knowing what they were, Abasi flailed wildly in the air, hoping to make the stinging stop. In the chaos, another hive fell from the tree, landing straight on his head. He shrieked into the night sky, but it was muffled by the honey he so loved, which was now suffocating him. Jostled awake by the horrific noise, the man ran outside to find a rather scrawny, old-ish teenager writhing around on the grass being swarmed by wasps. As he spasmed and contorted, the man started noticing pinkish-red bumps appearing on the boy. After a while, the screaming stopped, and the body of the little thief began to go slack and fall to the floor. As the sun rose, the man was standing in his yard, shocked, yet victorious. He walked through the door to his home, only to find a foggy abyss. But when he turned around, the door had vanished, leaving him alone in a strange new place. And back at the tree, a cadaver was rising up from their grave. Just as the kid once known as Abasi got up, a strange mist began to swirl around him, clouding his vision.

sorry to say but every part of this would be game breaking and horrible, the survivor perk would be insanely game breaking as well as his power essentially being able to buy as much time as he wants when paired with other regression perks. a killers power that only targets gens is always a bad idea

RIP. Well, I kinda expected this ngl. If nothin else, it would be cool to see Behaviour rework this into an actually good idea. Even tho I don't stand buy the ability as much, I still really think the theme/ visuals could fit the game.

Just realized that Hook Line n' Sinker is like a an alt Smash Hit. Essentially, more conditional, but greater effect and without Exhaustion
