Old NOED Question
I was watching a video from 7 months ago and I saw that NOED used to effect cooldowns on missed & succesful attacks, why was that removed? I mean yeah it doesn't have much use since you can instadown everyone but damn it looked super powerful. I don't think it was OP since it was stil a totem. Anyone know why it was changed to exclude those features?

Because with current systems survs can still juke, like could you imagine if you basically had an unrelenting tagged on to it? Could you imagine that on top of that you put actual unrelenting? The cool down would almost be non existent there would be no safty for survivors0

The perk was originally really powerful, being unlimited upon powering the last generator. But that was restricted to tier 3, and the grind for it was harsh if RNG wasnt in your favour. Then they made it timed, and it still made up for the missed attack cooldown. Then they made it a hex perk, and removed the cooldown reduction, but the text still showed it. It wasnt until the instant down was made available to all three tiers some weeks ago where it was removed from the description to match what the perk actually did.

It's got a lot of balance changes over the course of its existence.
I'd give it 1 last 1, remove the speed burst.

Having the unrenlenting too is just kind of unnecessary, personally i'd rather lose the increased movement speed anyway because intelligent survivors can tell when you have NOED before you even attack them. But to answer your question, they probably thought that it was already powerful enough as it is and didn't want to make it too strong, as you can't get much stronger than the ability to one-shot people.

Interesting, shame this perk is so controversial it needed so many tweaks. It just seems so weak now.
