I've noticed now that even though i have already bought the characters, some aren't giving me their teachables anymore, are we able to get them or no

They were changed to be generic perks now. They are available for everyone on every character and are not bound to Nancy, Steve and Demo in any way anymore since BHVR and Netflix have not renewed their licensing.

so the perks are basically average everyday perks and they will arrive at random right?

The perks are now generic, like “Slipper Meat” having the chance to appear in any blood web no matter what, hope this answers the question!
