Is MMR broken?

My brother has been trying to get into DbD but was finding it impossible to get any kills or even get a survivor down. I just thought it was him being new to the game and everything. We don't live together, so I told him to do a live stream so I could watch how he played and give him some tips.

I was completely and utterly shocked by the survivors that he was going up against! P3 players, all perk slots filled, some of them red grades and here is my brother who got the game 30 minutes ago.

I did a bit of an experiment and to make sure it was fair, I downloaded DbD on my Xbox (which has never had DbD installed on it before) - I tethered to my phone so it was a different IP address, I was a brand new player, I had to accept the privacy policy, terms etc and do the tutorial. To make it a bit more real I purposely did terrible in the tutorial just in case it counts towards the MMR

I have 1500+ hours on the game on my account, but on the new account I downed someone ONCE and immediately had them flashlight saved. They were looping me, 360ing me, weren't missing skill checks etc and in the end they all escaped. All red grade survivors with 4 perks!

Here I am, a trapper, 1 perk and 30 minutes playtime (the tutorial!) vs players that have like 80% of the achievements, P3 and are red grades... What on Earth is going on?!?! It's absolutely bonkers that new accounts get matched with skilled players! Is this system broken or something or do you have to lose a bunch of times before it puts you against new players? (By which point most new players would have stopped playing due to finding the game unfair!)
