What about turning NOED into a haunted ground mechanic?

I dislike NOED for how unfair it is to solo q survivors. But looking to what they did to DS, you need to keep NOED into the game if you plan to rework it. I think that making NOED a haunted ground like perk would be better: after the fifth gen pops the killer has NOED for one minute (no more no less). NOED is not a slowdown perk, its a second chance perk like adrenaline for survivors. But, currently, it is too much against solo q survivors... and doesn't even activate against organised survivors teams.
