Blood Echo is the textbook example of a bad killer perk
In case you are wondering what brought about this anger, I was going back to complete some old tomes when I had to a do challenge involving Blood Echo. 5 matches and another perk later I got it done.
Blood Echo, on paper, sounds okay. You hook a survivor, and any other injured survivor is easy to find and down. However, there is not one, not two, but three issues with this perk that ruin so many other perks.
Problem 1: COoldown for some reason
Blood Echo is a perk that is supposed to help down someone else after hooking someone, but don't do it too fast, or else the perk won't activate. In a game of snowballing, this makes the perk weak.
Problem 2:Status effects are not worth it
The two effects it applies, exhausted and hemorrhage, are not worth it. Getting rid of dead hard and sprint burst is nice, but that only matters if they have those perks. Hemorrhage is a joke not barely worth mentioning.
Problem 3:Why
If someone is injured, they are already easy to down. So why are we wasting a perk slot on it? Why not bring sloppy butcher or nurse's calling as those perks also make it easier to down survivors who are injured but also do other things outside of it. The challenge I did involve hitting survivors who were were Hemorrhage'd and sloppy butcher did a better job. If the challenge was about hitting survivors who were exhausted, I would run fearmonger. There is no reason to run this perk.
These three problems, unneeded cooldowns, weak effect, and pointlessness, lead to so many perks being weak. If you have any ideas on how to fix blood echo, feel free to state them.

- When hooking a survivor, all injured survivors suffer from the exposed status effect until they are healed.
- When someone heals an injured survivor affected by Blood Echo, they scream, revealing their location and suffer from the exposed status effect for 40/60/80 seconds.

I'm surprised you didnt mention Circle of Healing.
Considering this is an Oni perk, I dont understand why this has a cooldown. Oni is all about snowball so youd think hed be rewarded for consecutive hooks

This is not a problem with Blood echo. This is just a straight up balancing philosophy.
why would a survivor suffer from exposed status effect if they are injured?
So what is the counterplay not healing?
if two survivors heal at the same time would they both get exposed or neither?

I made the perk change, by design, to make it difficult to tell if I was joking or not.
I am.
Also if survivor afflicted with Blood Echo in this case healed another, they would both suffer from exposed still.
It works any amount of times with no cooldown.

Blood Echo is not the only useless perk. In fact I think half the perks in the game are useless. Another prime example is furtive chase. Every time you hook the obsession your terror radius is reduced during a chase. What possible purpose would that serve? Your chasing someone they already know your after them. The whole point of having a smaller tr is to get the drop on them before they know your there. What is the point of a smaller tr during a chase? If it was reversed, smaller tr outside a chase, then I could think of uses for it.

i think the meme is that u transfer the obsession to the guy who unhooks if i remember it correctly. If there was like a reverse STBFL it could be a wombo combo.

Is one of the killer perks that have cooldown for no reason, like Thrilling Tremors and Territorial Imperative.

No cooldown whne someone is hooked all injured survs get mangled exhausted and their aura revealed.

It should apply exhaustion to every survivor except the hooked one for 30 seconds. There you have a perk that rewards killers for snowballing and encourages not tunneling and slugging.

Thrilling tremors is the only perk that actually needs a cooldown it would be op as ######### if it had a cooldown

I use it on Plague and have extreme success with it.
This perk + Plague + Mindbreaker remove exhaustion perks for majority of the trial (like literary 90%+), making survivors waste a perk slot and go down much faster.
However I can see that it's only good on Plague because of her power, on all other killers it's pretty trash thanks to the cooldown.
But I disagree with the 3. point of your post. Injured survivors are harder to down than healthy ones simply because of deadhard and survivor knowing they will get hooked and potentially killed if they go down.

If it was possible to keep survivors injured for an extended period of time, Blood Echo would be decent. But it's not unless you play Plague.

Personally I think they should get rid of the hammorhage (I know, Oni likes blood, but it's #########) and make it exhausted + broken.
That and remove the cooldown. There's no justification for a cooldown on a perk which already has a by-proxy cooldown of needing to get another down/hook to trigger it.
It's the same for Dying Light, Plague should not be the basis on which perks are judged if they rely on survivors being injured or not healing.

Blood Echo is fine. It's strong on Legion and Plague who can keep multiple survivors injured easily.
I think the only reason it has a cooldown is because the exhaustion lasts for 45 seconds. That's a LONG time. If it had absolutely no cooldown at all it might get out of control.

Blood Echo is actually pretty good on Plague. The counter to Plague is to just stay infected, so if survivors stay infected Blood Echo will always be guaranteed to work, and you won't have to worry about exhaustion perks for the next 45 seconds if you get in a chase.

Even if it does work on these killers, the opportunity cost of not bringing a better perk is the main problem. Why bring Blood Echo when I can bring thanatophobia or no way out.

On the other hand they could hypothetically remove the cooldown and, if it became overpowered with a 45 second duration, then turn down that duration a bit to compensate.

My idea:
-Remove the cooldown
-Injured survivors affected by Blood Echo also suffer a 6%(?) penalty to healing, repair, and sabotage actions for 45 seconds. Only one instance of this penalty may be active at a time (if the perk triggers again within 45 seconds, the timer is simply reset).

i think his idea is to punish survivors for healing, it would be strong perk for Wraith. any killer that has undetectable would make great use of it. It has funny synergy with the perk deathbound where you can get exposed and oblivious for survivor healing.
I'd say dbd has mostly given up on making fun killer perks. I mean look at new killer, Artist. the new killer literally has 3 gen defense perks. Talk about following the meta much.
in general dbd is way too safe on killer perks. they can't even release a perk like hex:pentimento without nerfing it 2 days in ptb. so that should give you an idea for how "safe" dbd goes with killer perks.
Blood echo as a perk has one job. preventing survivor from using exhaust perks and it can't even do that one job well. Blood echo will never be good perk because its killer perk that is designed to trump survivor exhaustion perks and they don't like when killer perks trump exhaustion perks. (See Stridor vs Iron will,COH+Shadowstep on Nurse calling, Exhaustion add-on for killers etc.).

Furtive Chase together with Nemesis and Make Your Choice, that is evil. When someone unhooks the obsession, it switches to the unhooker due to Furtive, the new obsession gets oblivious due to Nemesis (and you see them for some seconds!), and if you were far away, the new and oblivious obsession is exposed due to Make Your Choice. I liked to run that on Freddy with his iri addon that keeped the obession in sleep forever, so the exposed rescuer could be hunted down fastes with snares. But that addon got removed for some strange reason and replaced with a joke of an addon. Sad.

No, you need to achieve a down and grab the survivor. It's an inforation perk. The cooldown would be necessary if the gen in which the survivor are working was blocked too or the gens were blocked for 30 secunds due the huge snowball by downing and grabbing survivors quickly. Following your logic BBQ would need a cooldown too.

My idea for Blood Echo is:
The agony of one is inflicted onto others.
- When hooking a Survivor, all other injured Survivors will scream and suffer from the Incapacitated Status Effect for 16/20/24 seconds and the Exhaustion Status Effect for 45 seconds.
it would punish teams not healing with providing information, slowdown (no gen repairs or any other interaction for 24 seconds), and chase benefit with exhaustion on any hook. would it even be that good with CoH and medkits right now? no, but the effect is strong whenever it happens.
