When Victor is latched on survivor, how is that survivor able to unhook a teammate?

When Victor is on a survivor, he applies Incapacitated which blocks 'interacting with other survivors', but survivors are still able to unhook a teammate.

Is it a bug or is it just an exception for Victor's incapacitated status? The wiki states 2 exceptions: you can't leave the exit gate or enter a locker with Victor latched on; but nothing about interacting with other survivors.

    I don't believe it's a bug. The Incapacitated status effect is very similar to the Madness status effect; both block a lot of actions (healing, repairing, sabotaging, etc), but neither prevents unhooking. The developers probably did this to reduce the power of killers being able to keep a player on the hook.
