Scourge Hook: Pain Resonance doesn't explode blocked gens

Unlike other explosion regression perks such as Surge or Eruption, Scourge Hook: Pain Resonance does not explode and regress any blocked generators.
EDIT: I am well aware the blocked gens do not regress, but from what I've experienced using other exploding perks, blocked gens are supposed to immediately lose progress on explosion and then regress AFTER the gen is unblocked. This is not happening with Pain Resonance.

I didn’t think it was supposed to regress a generator if it was blocked by the entity - I’m sure surge & eruption are supposed to work in the same way too, so if they do that was probably a bug. I could be wrong though.
