Why aren't basement hooks also scourge hooks?
The basement is supposed to be the deadliest place - in most cases - for survivors to be.
Why wouldn't these also be scourge hooks if one of those perks are run?

While I do like that idea, let me pitch you a slight difference:
Monstrous Shrine rework that lets the basement hooks be considered Scourge Hooks, as well as giving the current Monstrous Shrine effects on Scourge Hooks.

I don't want to have to run 2 perks so I don't have to decide if going to the basement or a scourge hook is better. But that would be better than nothing.
IMO monsterous shrine should work like bamboozle but for the stairs down to the basement....survivors can't escape or enter for X amount of seconds after someone is hooked - along with the current iteration now.

Because... basement doesn't need buffs? If you want to play basement use a basement build. Scourges ain't that.

Beneficial geography and being good for trapping doesn't mean that everything else that interacts with it isn't utter potato.

They should be.
Basement is supposed to be this 'the worst place to be hooked or just be as a survivor".
Scourge hook perks aren't even that strong... so rng dependant...
Edit: To answer your question: because survivor mains will cry for Entity knows what reason about it and devs are scared about making little babies upset.

No? It would have the exact same effects, but it'd also apply the Scourge Hook effects to the basement, and spawn four new ones that have its current effects.
Even if it didn't spawn new ones, though, it'd still be doing exactly the same thing as current Monstrous Shrine.

From what I understand, the numbers on Monstrous Shrine are so insignificant that they barely accomplish anything even when you do hook someone in the basement. I definitely like the idea of Monstrous Shrine converting basement hooks into Scourge Hooks, but I think the actual effect of Monstrous Shrine still needs to be changed anyways.

@TAG This is correct, MS does not shave off even a single unhooking attempt and it's reduction of chances is multiplicative = useless.

When you use any scourge hook perk the hooks on the basement should be baseline afected by the perk, then add the random perks on the map, as far as i know mostm aps have from 8 to 14 more or less hoooks depending on the size of the map, having 4 in basement and 4 up on the map doesnt sound particularly bad to be honest, if anything the basement ones would be at the very least somewhat more reliable considering the ones on the map are RNG in placement, and more often than not, they always spawn in terrible areas
