I'm happy with The Cannibal buffs but 1 thing doesn't make sense
You buffed a yellow add-on, Long Guide Bar, that increases the chainsaw revving threshold to +2 seconds but this has the same number as the green add-on, The Grease.
Wouldn't it make more sense for you to buff The Grease to +4 seconds? Because now they'll have the same threshold as the green add-on and it's more expensive than the yellow add-on.

I think they just throw darts at a board to change add ons to be perfectly honest. It would explain the discrepancy, at least.

Oh, yeah, Solvent Jug and Garish Make-up Kit. Haha, weird. And Garish Make-up Kit is a purple add-on while the Solvent Jug is a yellow add-on.

It could be that they don't want a single addon to provide 4 seconds. 2 seconds is a solid baseline, and if you want to double it you have to do so at the cost of not being able to run any other addons for that purpose

That doesn't make any sense.
Long Guide Bar was 1 second all the time. It would make sense to use The Grease because it provided more revving threshold than Long GUide Bar but now since it has the same value, it wouldn't make sense for me to use The Grease anymore.
Would you rather spend more bloodpoints on a green add-on that has the same value as a yellow add-on? No, you wouldn't, especially if you want to combine it with another add-on.
And the excuse with saying: "Well, we don't want to provide a single add-on to provide 4 seconds" is nonsense to me. If they didn't want that in the first place, they could of set a rule to prevent the same 2 add-ons to be used at the same time.

You mean like how they nerfed pinhead's torture pillar (green addon) to be the exact same as his burning candle (brown addon) and then had to quickly change it upon the release of the PTB version to live by nerfing the candle from 5 to 3, and increasing the torture pillar from 5 to 6?
I'm 99% convinced that BHVR devs don't even know what all addons do and its somehow someone elses job to catch this crap before it goes live.

I was thinking it could be reasonable after all as well but it’s something they’ve never done before. It costs 4000 for an effect. 10000 to double that effect. But it is unlike them and they said that not every addon that would get touched would be shown in the PTB Patch Notes.

I think both should be reworked. The effects are useless, even for facecamping, and no number buffs will make them better. You could buff The Grease to add 10 seconds to the Tantrum revving threshold instead of 2 and it still wouldn't be good.
Long Guide Bar should be a Tantrum movement speed add-on. Like what Bubba had when he was first reworked; they were gimmicky, but fun, and I'm sad they removed them. Give it the effect of the old Primer Bulb, or maybe both of the old ones combined.
The Grease, I think, should be either:
1. Recharges Bubba's Chainsaw by 1 charge immediately when you break a pallet/wall with it.
2. Every time you hook a survivor, gain 1 temporary charge to your chainsaw. This charge does not replenish once used. (Hook a survivor, your next chainsaw has 4 charges instead of 3.)
Still not sure why they buffed Bubba, a completely fine killer (minus his acceleration/cooldown bugs that have been in the game since Binding of Kin) with killrates in the top 3 killers, while nerfing Twins, Clown and Nemesis though.

Deathslinger has something similar. he has two different addons that both provide the mangled status effect the exact same way: shooting survivors

I don't like "devs don't play their game" comments cuz it's something that's demonstrably not true but the fact that they made the same mistake twice in the same ptb shows a level of negligence that's just kind of sad.
How hard is it to check a character's add-ons before you change them to avoid making a mistake like this? I feel like it shows that unless the killer is brand new or on the to-do list for an add-on pass or rework bhvr really don't pay attention to past killers other than looking at some numbers on a spreadsheet somewhere.

They do stack so having 2 of the same thing isn't completely useless.

I believe so. One gives the survivor mangled when shot, and the other gives them mangled when the survivor breaks free from the chain.................which can only be done if they've been shot. The green addon should be changed to a new effect

Oh another case of "we buffed an addon and forgot a stronger version of that addon exists so they're the same".
Yeah, sure, buff the green one too. They're both trash addons and will never be good unless they do something completely different. If you're holding your chainsaw for so long that you need these addons, you're probably not playing him right.

Here's a good reason:
Perhaps the Devs want the stacked effect to be 4 seconds instead of 3, but 2.5 for any single add-on would be too much.
So they effectively turned the green add-on into a support add-on of the yellow one, making the 2 second bonus cheaper and easier to access for all combinations, but if you specifically want to stack both, you'd need to use the green one.
Honestly, I'd like to see more add-ons work like this. It's much better than the 3-tiered grey/yellow/green version they have of some where the grey one is useless because the yellow and green versions exist. What if more grey add-ons had actually similar, if not the same value of a more expensive add-on, but since you'd only use the more expensive add-on to stack effects, you don't need to rely on random chance.
Because remember, the green add-on is in the biggest pool thanks to map offerings. It's gonna be substantially harder to keep your greens filled than any other catagory. Green add-ons being basically stacking the same add-on twice would be nice on a lot of killers. Imagine finally being able to use that 200 stacked add-on that's grey rather than barely having enough to get more than 5 consistently since you use it so often.
As for the price difference, I mean, it's really not that much. Only 1000 more BP from yellow to green, not like that amount requires a game changing difference anyway.

They've been doing this a lot lately, with both buffs and nerfs. An addon gets its value tweaked and winds up the same as a different addon. Usually the second addon also gets tweaked accordingly when the PTB hits live, but this is the fourth time this has happened.
-Trickster's Fizz-Spin Soda addon had its initial throw rate value decreased from +3 to +2, the same as Ji-Woon's Autograph.
-Pinhead's Torture Pillar addon had its chain hunt timer reduction decreased from -10 seconds to -5 seconds, the same as Burning Candle.
-Bubba's Long Guide BAr addon has its tantrum threshold bonus increased from +1 second to +2 seconds, the same as The Grease.
-Clown's Solvent Jug addon has its invigoration bonus increased from +1 second to +2 seconds, the same as Garish Makeup Kit.
