The devs are balancing both roles at opposite ends of skill
The devs have repeatedly said they balance the game for your average and casual player and we have seen plenty of killer nerf and survivor buff to back that up and there's been few killer buff that help your average player. Today on the q&a they said they nerf addons like the twins because at the highest level some people are doing to good with them.
I really don't understand stand how they can make a comment like we balance around new to mid level of play and then nerf a bunch of addon that a hand full of player are doing good with at the very top?

They just need two types of modes: Casual, where there are no ranks at all, and Ranked, where there are ranks. That would solve a lot of issues, I think.
But really, I don't think they're that concerned with the top players. The point is to bring in new people and get them playing long enough to buy some things. As long as they can satisfy the fresh blood and keep them playing for a while, or get them hooked since the game can be addicting, then that's what matters. If they have things that will scare away new players then they lose money. Money is the end game for the creators. Not our feelings.
Edit: For the record, I'm not saying that as if it's a bad thing. Anyone who has created something would want to make money from it. That's sort of the point in the majority of cases.

I would. I'm in red all the time already. I would continue to play it because it would be the most challenging for me.
Edit: Also, it wouldn't matter if they did or not. The two modes would be a part of the same game. People would still be playing the game overall. No loss for the devs.

They said in the q&a today the reason for nerfs to weak killers like the twins addons was because at high level they are doing to good.
The problem is if one side has a low number with they way mmr works you end up with new player getting stomp by experienced player so less people play that side and more and more newer players end up play more and experienced players and you get a cycle.

You would. But the majority of people are frustrated with high level play.
Unless there's some kind of reward, prestige, or actual rebalancing of the game to be fun and fair at high levels, all those high skill players are just going to go queue up for casual and stomp on whoever the baby mode gives them.

In any tier list worth it's salt do you know what category Twins get put into? S tier. Certain killers are weak unless they're used correctly. Nurse is the same way. For killers like Nurse or Twins you have to balance for the best players, because those players are the ones who are using these techniques to absolutely dominate.
Now, I'm all for a twins rework. Something that would make them easier to play but also remove what currently makes them oppressively strong.
