The Problem with Scourge Hooks: RNG
Scourge Hooks are a fun new way for killers to get their perks working with hooking a survivor, however the most noticeable problem with them at the moment is the rng for where they spawn. You can have all four hooks spawn on one side of the map. This is a problem because killers and survivors are always moving around the map and if a survivor gets downed in an area where there are no scourge hooks because they're on the other side of the map, then it's possible some games to have a wasted perk slot because you weren't able to get any scourge hook value all game. My solution would be to always spawn two scourge hooks together on both sides of the map Or have them spawn in a line all across the map So that no matter where the killer is, they'll always get value from those hooks. And of course the second solution is not that simple due to certain maps with multiple floors and I feel scourge hooks on those map are a bit difficult for me to come up with a solution with. But for the most part for simple maps, those are the two solutions I have to fix scourge hooks.

My solution would be the first 4 unique hooks you use, and the basement hooks, become scourge hooks

Better question is: Why is just not every hook a scourched one if you use the perk? Except basement.

Because perks using scourage hooks are totally op

There needs to be a minimum distance between the four scour hooks for sure.
I wouldn’t call any of the scourge hook perks OP by a long shot.

Yes, like Pain Resonance which removes a total of.... 12 seconds off a single generator's timer when you hook someone. In a game where chases take 30-60 seconds. Very OP, very strong.
