Why arnt the obviously bad perks not changed.
For instance, monstrous shrine. Like please change it make it to like idk,
Survivors perks are disabled and do not activate while in the basement. Survivors can not heal in the basement. A survivor that opens the basement chest is exposed for 40, 50, 60 seconds.
Just simple fixes to bad perks. Thats all we ask.

From my understanding changes to perks have to jump through so many hoops and those hoops have to be jumped through well in advance given how BHVR is typically working like 3 chapters ahead of where we are right now
This is why it took years for us to get a distortion buff... That added 1 extra token.

BHVR does buff obviously bad perks. Just 99% of the time they give them a meaningless buff that doesn't fix why they are bad perks in the first place.

Perks like Monsterous shrine, Sole survivor, Unrelenting and this is not happening are so ######### bad that no change can make them better they need to be reworked to be better

But yea most of the community sees certain perks as weak and useless
The Devs are thinking months in advance so issues with certain perks aren't answered for the longest time... AKA the balance team don't have long to try and "fix" certain things in the game
And they won't touch the base game... which is the reason some of these perks exist in the first place

I would love to see a mid chapter with only perk reworks. It's a lot of work because there are a lot of bad perks but it would be 100% worth it. Just don't buff perks to the point where they become the meta, just make it so people use them more often instad of just only meta perks.

Some trash perks remain trash while other trash perks get buffs and are still trash.
Look at buckle up. The aura reading got increased to a whopping 10 seconds meanwhile it still has like seven other things wrong with it.
Half the time when bad perks do get buffed, they don’t understand why those perks are bad so the buffs are largely meaningless.

Some are really not meant to be good on their own, and are meant to be parts of build with good synergy.
I feel like bad perks are meant to inspire you to make creative builds.
For example, power struggle on its own is trash. But combine with tenacity, flip flop, maybe boil over or unbreakable (all but one pretty much trash perks on their own too) and you have a build that can sometimes give you a cool second chance effect.
Truly awful perks with no combo potential usually work their way into getting buffed, you just have to be patient and voice your concerns to the devs.

A lot of bad perks simply can't be buffed or else they'd break the game.
Just look at what happened with Boil Over for an example of a survivor perk that should never be buffed.
As for killer perks Just imagine for example a Basement Bubba using Monsterous Shrine that was buffed to sacrifice survivors 25-50% faster while on the basement hooks.
Or using your Monstrous Shrine buff idea would disable both DS and BT making the basement completely inescapable.
It would be incredibly unfun and unhealthy for the game.

Yeah but we know they can pump out patches quickly by the way boil over was patched. Some number changes wont break the game, so theres no reason to not just reduce the cd of dance with me. Keep the hook sabotaged with breakdown for longer. Let exponential have a farther range, and poised to last for 30 sec not 10.
Now i agree with @Crowman that most of the perks wont improve since theyre bad at their roots, but atleast theyd become somewhat more useful.

Boil Over is fine now. The problem with it was just the combination of several maps missing hooks in key areas and people going out of their way to abuse the perk.
I´m ok with underused perks getting buffed to almost absurd levels and then toned down, depending on how the feedback of the perk is.

Imo unrelenting is actually quite a good perk, can trick survivors out often because they don't expect you to recover so fast.

Because they honestly can't think through how to fix a perk.
On the one hand we get Boil Over which anyone could have seen was broken with a whole 5 seconds of testing, and on the other hand we have Buckle Up which shows they have absolutely 0 concept of why the perk is trash and why nobody uses it.
BHVR's balancing is them just throwing darts at a board with random words stuck to it like "Buckle Up" "Buff" "Aura," and "Twins" "Nerf" "Statistics."

Dead Hard exists, Spins/Fakes exist, sometimes you swing through a pallet after trying to mind game but they're gone, simply missing a survivor due to the aim assist thing screwing you over and finally when dropping from buildings but wanting to do a 180 its quicker to swing and even quicker with unrelenting.
Yes it isn't an amazing perk, but it's not a bad perk either.

I think another reason for not buffing or reworking certain perks is "buffing/reworking them into what?" mechanically speaking the game is very limited, there are vaults, pallets, gates, gens and totems and thats it, there isnt much stuff to add to any interaction with those that isnt already added, a lot of the new perks are esentially what we already have but into a new form (Crowd Control = Bamboozle+Hex, No Way Out = Bamboozle+Exit Gates, Pain Resonance = Pop+Hook+BBQ, CoH = AOE+Self-Care, Exponential = AOE+Unbreakable etc).
Monstrous Shrine is awful and needs a rework, but what can be done with it? they cant buff it to work with all hooks or camping would be much more efficient and get out of hand, think of Boil Over buff, it came with a lot of trolls burning Crotus Penn and RPD offerings and running towards the safe spots (the library and the asylum top floor).
