The fix for Sadako's (The Onryo) weak condemnation part of her power is simple
Once a survivor reaches their final condemnation stack they can no longer regress their status. It fits with the lore because once your seventh day is up there's nothing you can do to stop her but within that time frame you can stop the curse.

Wait that's actually a good idea, just add some warning that once it's full, you can't remove it and condemnation becomes much more scary.

Condemnation feels like it needs to build up faster, because right now survivors can pretty much just ignore it in most cases. An entire chunk of her kit is mostly pointless aside from a tertiary benefit of it being a sort-of detection tool.
What feels most off to me is her stealth.
Why does she need a lullaby, for starters?
