An Easy and Character Fitting Way to Buff the Onryo
Her condemnation rarely does anything and is somehow less of a threat than the Reverse Bear Traps so make it so after you get your 7th stack you can no longer lower how many stacks you have. It fits the story because after your 7th day is up you can no longer escape the cure. This would give survivors more reasons to try to break the curse by making it something they can just procrastinate on doing.
Also this may be op but maybe have it so fully condemned survivors near TVs have their heartbeat revealed, as cursed people in the film try to avoid TVs to prevent her finding them.

I think instead if they wanted to give her a chase power, make her phase through pallets while demanifested, and fast vault windows. Make it so that Condemned adds 2 permanent stacks for each hook state (so on death hook you have minimum 4/7). Lastly, make it so a stack is added each time a survivor is struck by the Onyro.
