How many second chance perks does a killer get vs what a survivor gets?

Not many. Not many at all. NOED can be destroyed, Rancor has alot of preconditions. Bloodwarden / No Way Out / Remember me all are earned and are more like a slowdown than a second chance.
Compare to Unbreakable, DS, BT, DH, etc etc which can actively reward failure. They can be used for bold plays but in many cases they are just used to cover sloppy mistakes.
Also the hatch. Literally a participation award. Oh, your team got completely destroyed? Well here's a free RNG escape. Not that im complaining about it but that's what it is.
Deathgarden was even worse about it. You could AFK for 10 minutes as the people being hunted and still escape.

killers get slow down perks while survivors get second chance perks i dont see the issue

I am sure Dead Hard was last second chance perk. MoM nerfed so hard. And other perks never became meta. CoH is heal perk, it is broken but not second chance.

It's strong enough that it covers for 2-3, though.
Also DS is about as second chancy as it gets.
IW covers for a lot of mistakes, because you can easily disappear in situations were the killer should not be able to lose you.
Exponential just lets you disappear completely. Its not meta, but its the lowest skill 2nd chance: get hit, completely disappear, get a 2nd chance to heal up and do your objectives.
