New Killer: The Deadlight (IT Inspired Concept)
Name: “Pennywise” The Dancing Clown
Realm: Derry Sewers
Design: A humanoid form and a Large Spider-Like form the size of a human being.
Movement speed and terror radius: 4.6 meters & 32 meters.
DLC: IT Chapter
Description: A twisted Killer from the stars has aligned with the Entity to feast on survivor’s fear and flesh. Capable of Shapeshifting to give itself a tactical advantage over its prey and terrify them with the visage of their own personal nightmares.
The Deadlight’s personal perks Scourge Hook: Dark Trickery, HEX: Funhouse, and HEX: Heinous Humor allow IT to torment survivors with a horrifying sense of imagination.
Scourge Hook: Dark Trickery: At the start of the Trial, 4 random Hooks are changed into Scourge Hooks. The auras of Scourge Hooks are revealed to you in white.
Whenever a survivor is unhooked from a Scourge Hook, an indistinguishable projection of that survivor will remain on the hook, with no indication to other survivors they’ve been interacted with. If this Survivor Projection is unhooked, that survivor will become afflicted with the Exposed status effect for 15/20/25 seconds and will be highlighted with Killer Instinct for 5 seconds. The Survivor Projection will remain on the hook until the hook is Sabotaged by a survivor or until you hook another survivor on a Scourge Hook.
HEX: Funhouse: While this Hex is active; a phantom projection of yourself will appear behind windows and vaults facing survivors if any are nearby. Continue to see the aura of your Funhouse Projection after it spawns for 2/3/4 seconds.
HEX: Heinous Humor: You’ve learned how to show the Entity your twisted sense of humor. At an interval of 20/25/30 seconds, a random survivor will be chosen to become the Obsession and be applied 3 random negative status effects. The Hex effects persist as long as the related Hex is standing.
Power: Weaver of Fear – Press and hold the Action Button to take on a spider-like form. Press and hold the special attack button to construct thick webbing around window vaults, pallets, lockers, and totems. Survivors interacting with a webbed object suffer a -10% cleanse, repair or animation speed penalty. The Deadlight can also bind webbed objects within a 6-meter range with a thick line of webbing that cannot be crossed however, this tactic requires a 50 second cooldown. Webbed objects have their repair, cleanse or animation speed slowed 50% if binded. Survivors can perform the Pull Apart action for 6 seconds to tear the webbing and the rate of speed Webbing can be pulled apart is increased by how many survivors are participating at once. Receive a loud noise notification if a survivor cleanses your webbing. The Deadlight cannot kick generators, pick up survivors, close the hatch, or open the exit gates in this form.
Secondary Power: Deadlight Esca - In your normal form, press the secondary action button to summon a red balloon up to a max of 4. Red Balloons will provide a distant terror radius of 24 meters. Pallets thrown down when within that red balloon’s distant terror radius will cause another random pallet to be thrown as well. Survivors can pop the red balloon manually or sacrifice two pallets to pop that balloon.
Very Rare Add-Ons:
Iridescent Heart: You begin the trial appearing as a random other killer. When a survivor pops a balloon, a projection of Pennywise remains in the balloons space for 8 seconds. Any applied affects to balloons with a separate add-on has it’s effect transitioned to the Deadlight visage.
Ritual Vessel: Reduces the available amount of balloons by 2 however, receive 1 additional balloon whenever a survivor is killed or sacrificed.

Credit to Rarithlynx for also inspiring the Deadlight's secondary power name. Remember to check out both creators for their work as well.

The Scourge Hook sounds easily outplayed by a SWF on comms. What if when a survivor was hooked on a scourge hook, they were randomly either on that hook or a copy of them goes on that hook and they are teleported to a second hook? The other survivors get 2 hook auras, and if they choose wrong the unhooked projection turns into a copy of Pennywise and inflicts Deep Wounds before vanishing.
Hex Funhouse would probably be OP if not on a cooldown, or initiated after they are injured once, similar to Blood Favor. It kind of has to be a hex so as to explain the multiple projections. Red Stains would be quite important here.
Hex: Heinous Humor is an interesting idea, and would counter Object of Obsession a majority of the time, but having a random obsession could prove harmful for some killer perks. Also while exhaustion would be reasonable, effects like hindered would become over powered.
That's my take on the perks. I absolutely love Pennywise and hope he makes an appearance in the game soon!
