VPNing is a serious issue in DBD and needs addressing by devs. @BHVR you need to intervene.
Yes, I will start by saying that I did indeed point at the Freddy in shack. Why? Because I had already experienced his VPN issues multiple times during the match. He was constantly swinging early and, as you can see from the video, he hit me despite being far away in the house. I had already vaulted the window and was as far away as the second window. It is getting ridiculous. There is no white or red circle in the top left corner; I know it was not my connection as a result. I have reported this gent to the devs via a support ticket (I am playing on xbox live), but there is only so much I could do besides show proof. I can't get a steam ID and stuff. This is not the only killer who abuses a VPN. I went against another killer, this one was xbox, and I messaged them after the match saying GGs and then I asked about their timezone. They asked why and I stated that I wanted to know if they were using a VPN to which THEY OPENLY ADMITTED TO USING A VPN TO GET AN UNFAIR ADVANTAGE. I recognize that there are difficulties around this, but please, BHVR, listen to your community and put a stop to the hacking/subtle hacking and the VPNing. It makes the game unfun to play. And yes, I have moved on to another game right now to give myself a break. :)

Okey that is total Bs. I'm am sorry for every one that loves the game and lives where there is only really bad internet but dbd needs some kind of ping border. If your Bing goes to high for 3 sec you get kickt if your ping is to high to start with you even get kickt out of the lobby

This further proves my point of: Dedicated Servers are killer-sided, and more-so if the killer has a bad connection. They're literally given an unfair advantage with a bad connection.

Is using a VPN bannable though? Didn't the devs once impy that VPNs would help prevent DDOS attacks?

Some of my friends that play this game live in certain countries whereby they need to use VPN to be able to play this game. But this is just something else.
Did you have green ping in the lobby and your usual after you had loaded into the game?

He attacked before you vaulted and you got hit - that's the expected outcome.

No he should not have been able to hit through that vault. That was technically through the wall. He was too far away, already on the ground running, and on a different level of the playing field. The way hitboxes work, M1 has a specific top/bottom area of effect. Which is why you can drag Nemesis' tentacle and hit people.
Needing a VPN isn't the issue. You can set your VPN connection to -anywhere-. So why are players jumping onto servers anywhere from 5,000 to 10,000 miles to an upwards of 30,000 MILES from their actual location?(ie: russian connecting to north america) That's the issue. Not someone 1,000 - 2,000 miles away. Porting connections through a VPN can have undesired effects, especially if there is a geographical issue between hubs.
Servers should be allocating you based on location, and there is no country that I recall DBD being banned in, except China(videos/streaming)... But they have extremely poor servers in comparison to most other games as it is. Their servers are struggling. At this point VPNs are used for security reasons, trying to get on the same servers as your friends or intentionally using it to get an advantage. But since VPNs don't hide your latency, there is no reason at all what so ever that BHVR cant step in and do something about it.
Hell, back in my teens on dialup, if you used ISP's like Netzero... players would ban you for cheating in comp games(doom, mechwarrior, etc) because the high packet loss would make you virtually invincible unless you shot anywhere from 2-50 character lengths a head of them.

There's 2 vaults. The 2nd is the one in question. Where he vaults out of the house, pivots and takes several steps away from the window.
