Is the frenzy hook an exploit or a feature?

Simple enough. People use it as a way to protect the hook and stop survivors from rushing to it at endgame. Do you consider this an exploit or a feature and if so, why?

    Would not call it an exploit, but more of an unintended feature or a Bug.

    The Instadown should be a reward for chaining many frenzy Hits, but this should not be given by hitting a Survivor on the Hook.

    I meant to vote "exploit". It's not intended (pretty sure it's a confirmed bug), so it's an exploit.
