How would you buff cruel limits?
I'd make it so that it lasts until the next gen pops.
Alternatively, Once the last gen pops, it could block all vaults for 30 seconds.
edit: or maybe the closest (X/Y/Z) vault locations are blocked until another generator is completed.

Well here are 2 ideas:
1) Whenever Generator is completed, all Vault locations are blocked for 30 seconds.
2) Whenever Generator is completed, all Vault locations within 40 meters of the killer (not moving with you) are blocked for 40 / 50 / 60 seconds.

Remove the range requirements the problem with this perk is that maps where there's gens with no vaults near it the perk is just useless

This would just make the Perk super-annoying, but probably not even worth picking.
You would just go down if you are in chase because someone else completed a Generator. As I said, super-annoying. But still not strong enough to be picked over the Meta.

I'd have it seal all vaults permanently unless a survivor completes a five second action to remove the rubble from each individual vault.

Yeah I would say make it map wide with a reduction to how long it lasts. Maybe 15-20 seconds.

Simple:
Cruel Limits not only blocks all vaults within the 32 meters of it for 30 seconds, but also destroys any pallet within that range regardless of their state (down or up).
Basically this clears all obstacles for chase against a killer who gets a gen repaired in their face for 32 meters, and makes doing so a much more dire situation for the survivors. 1 gen done = 1/5th of the maps viable vaults and pallets gone!
That's how I'd buff it, and it only seems fair tbh.
Otherwise... if not destroying pallets, have it at least block them for 45 seconds or for 30 seconds, same time for the vaults, the reason being that you just finished a gen and called the killer to you... are you honestly expecting no retribution? The idea is that the survivors essentially trade the benefit of completing their objective with the detriment to their escape possibilities. That being said, While I still believe outright destroying the pallets (of which there's usually an abundance of) is the correct and more powerful advantage for the killer, I'm willing to compromise as long as they are blocked in the same range as well, and for more time preferably due to the fact that "God Pallets" exist, but I understand if they are only blocked for the same 30 seconds that vaults are.

I'd buff Claustrophobia to last indefinitely, until a different Generetor pops, at which point the effect travels to that area.
Once the 5th Generator pops, all Windows get blocked for 30 seconds and all Pallets within 32 Meters of the Exit Gates get destroyed, even if they aren't dropped

Start a timer after a gen gets popped, and during that timer, windows that survivors run near get blocked until time is up.

I think 32 meters destroying every pallet on a double-floor map might be a bit to strong. Imagine the game map. you destroy like 10 pallets from 1 gen popping. I mean, that is pretty good for my archive challenges...

Change the trigger from when a gen is completed to when a gen reaches 90% once per gen like how merciless storm works.
That way it's an information perk that tells you which gen is about to be completed and the survivor has the interresting choice of leaving instantly to be safe or sticking to the gen but then probably having to chase without vaults

We're Gonna Live Forever should show the Killer's Aura for 8 seconds whenever you unhook or fully heal someone 🤷🏾♂️
Pebble Perk should stun the killer for 3 seconds if the pebble makes direct contact and blur their vision like clown bottles
Colourophobia should be map wide
Merciless storm should activate at 5% of the gens progress and continue until the gen is completed or the survivor misses a skill check
The point of this thread was to create insanely ridiculous buffs for perks that would make them kinda busted right?

(The original idea wasn't the worst but some of the ideas after about destroying all pallets in a certain radius or perma blocking windows......yeah okay)

What if it wasn’t even gen-related or location limited, and simply blocked vault locations after two uses instead of three? No killer vault needed like Bamboozle, but also not as powerful and risky as Hex: Crowd Control. As for perk tiers? The Entity blocks the window for 5/6/7 seconds only, to make up for such a strong effect. Thoughts?

Did you know Claustrophobia only activates when a Generator is completed, at which point the Killer would be throwing if he decided to chase in that area?
Making chases in an area that has no objective risky still wouldn't be all that useful, but I guess you didn't think about that

My personal change:
- Everytime a Survivor loses a Health State, all vault locations within 32 metres are blocked for all Survivors for 20 seconds.
- This effect can be triggered once every 50/45/40 seconds.
I would make it similar to Blood Favour, but not make it a Hex.

Make it apply to vault locations inside the killer's terror radius instead of a radius around the generator that was completed.

I agree, target it on the killer, not the gen. It has 5 uses per match and you can't control when it goes off, at the very least it should affect a useful area instead of a 30m radius half the map away.
