With the new add-ons and mechanics, are you really asking for more time on the power?
For me, the Legion is perfectly balanced right now: the bonus speed gained chaining multiple hits is enough.

the issue is more the maps than the power. larger maps or maps where survivors can split up easily make it much more difficult.

Huge Maps are the problem, not Feral Frenzy's duration

Yeah the five hit mechanic is absolutely worthless on most of the maps because there is no way you're going to be lucky enough to have 4 survivors all relatively close to each other
