Vents & Perks
What are Vents? The cooler Windows essentially. They are openings near the ground that a Survivor can interact with at 3 different speeds, similar to a Windows: slow, medium, fast. These Vents allow you to "Duck Underneath" or "Slide Underneath" to make distance.
The majority of the 27 Killers cannot use Vents, but those who can: Duck Underneath at 1.8 seconds while the three different times for Survivors are: 2 seconds for slow, 1.2 seconds for medium, and 0.8 seconds for fast.
The Killers that can use Vents are: Legion (Uniquely 1.2 seconds), Pig, and Ghostface. However, any Killer that can ignore loops is still viable against these, and even so, Survivors can be grabbed out of the animation if they are Injured, and damaged fairly easily with how long the animations take. A buddy of mine and I counted it out to reach 17 of 27 Killers that can be viable against these with minimal effort.

Deft - Lithe for Vents
After performing a Slide underneath a Vent, break into a sprint of 150% of your normal Running Movement speed for a maximum of 3 seconds. Deft causes the Exhausted status effect for 60/50/40 seconds. Deft cannot be used when Exhausted.
Windows of Opportunity - Add Vents to the list.
Quick & Quiet - Add Vents to the list
Zanshin Tactics - Add Vents to the list
Hex : Blood Favour - Add Vents to it as a bonus counter
Hex : Crowd Control - Add Vents to the list
Claustrophobia - Add Vents to the list
Resilience - Add Ducking and Sliding
Spine Chill- Add Ducking and Sliding

As one final note, perhaps Urban Evasion could include a Ducking/Sliding increase, though I'm not sure how well that'd go over so let me know what you think. And before commenting "Garage Doors" know that they are the inspiration for this idea, but it felt like they would be better if Killers couldn't get rid of them, and several Killers could at least find a counter to them. I like strategy, so this felt better to me.

But for the other 10/27 are they just effectively free god windows added to every map how would they end up being used or balanced. And why use them over windows

The animations take longer than Window animations specifically to help out the other 10, and they offer distance in exchange for those longer timers. Killers can do vault things that take away distance, but only 4 Killers can actually operate Vents. The fourth is The Twins, btw. Victor is tiny.

I’m guessing they would get blocked after usage(s) or are VERY close to a door or opening, because these seem a bit unfair.
They should probably get blocked after one usage since how strong this seems, since only 3 killers (+ victor) can through them themselves
Don’t really think survivors need more escaping tools, but not the worst version of a “crawl space” I’ve heard (I’ve heard some really odd stuff). You could probably make some interesting looping tiles with these.

Mhm, especially since you can't see the other side of them, so traps are SUPER effective on those tiles compared to others. And, it would probably operate similar to a window with a maximum of 3 before they're blocked for 30 seconds + a 5 second delay after those 30 seconds to be blocked again for an additional 30 seconds if they use it. Though, it would probably require it to be out-of-chase triggered.
