In an ideal world I'd also like to see anti-tunnel base kit (a form of BT, DS). However I'm really hesitant on this as this is all under the assumption that this would happen ONLY if the game was way more balanced for high mmr BEFORE making this change. Tunneling has to be made unnecessary to win at high mmr on most all killers essentially first.
Realistically I doubt we'd actually see appropriate high mmr game balance to where this was a possibility though unfortunately.

Corrupt for killers and BT/Kindred for survivors. A slightly weaker version of these perks could also be built-in (instead of full current perk power)
Besides, larger regression rate on gens after kicking action and 2-3 seconds to stop the gen regression for survivors.
These QoL seem really fair imo

The BP parts of BBQ and WGLF. They both encourage the kinda stuff that is part of the type of match a lot of people probably consider ideal (not going full gens before friends for survivor, getting everyone hooked as killer) and while it's by no means a grind fix it wouldn't hurt.

Or, even better, make them basekit, but still keep them as perks, so that we get EVEN MORE bp

ARE YOU INSANE???? DO YOU REALLY WANT TO GIVE KILLERS MONSTROUS SHRINE BASEKIT? THAT WOULD MAKE EVERY GAME A GUARANTEED 4K! But actually that would be an awesome second game mode if they added it in.

I agree with Monstrous Shrine, it would make basement more dangerous and it's hooks would be more worthy.
But also it wouldn't be completely busted, since that perk isn't the greatest.
For survivors i would baseline No one left behind. Another not completely op perk, but absolutely worthless to play him regularly. Would add a nice touch for end game

None - Base game mechanics should be improved
At most I'd only see the argument for the BP components of various perks such as BBQ, WGLF or even Beast of Prey. Although that more so points towards the BP gain and grind issues the game has rather than perks.

Shadowborn, Bloodhound, Predator.
Wow wraith is a bundle of QoL improvments.
Shadowborn - Base FoV sucks.
Bloodhound - base blood is badly visible, doesnt need to glow but'd be better if it was more discernabke on dark ground.
Predator - I dont think scratchmarks need to last longer, but i guess it wouldnt be so bad if they kept improving them. Theyre spawning weird sometimes.

For killers? Shadowborn, BBQ (the BP aspect only).
For survivors? WGLF (the BP aspect only) and Kindred (the survivor auras only).

I don't think any other Killer Perks should be a base mechanic except this. This just makes sense, and would keep survivors from being able to "tap" generators, which absolutely should not be a thing. Stopping a generator from regressing should absolutely take some investment into a specific action.

BT - could remove the hooked survs collision though
Kindred - at the very least, let survs see each other
WGLF - Just the BP component because the grind sucks
Killer
Pop - Partial pop on a kick; maybe 5% immediately basekit with Pop itself upping it to its current 25%
BBQ - the BP component. Grind sucks.
Overcharge - instead of just "tapping" a gen to stop it regressing, you should need to pass the skillcheck first.

kindred without the killer aura reveal
mini pop without hook requirement to counter gen tapping (1-2% so that survivors have to spend as long repairing the gen as the killer takes to kick it to break even)

Kindred for survivors, would buff solo q without buffing swf
For killers not a perk but buff kicking gens a little as it is currently not worth it without a perk
