Killer Perk Rework Tier List!
Made a tier list of the perks I think deserve changes of any sort (big and small!):
Useless: Terrible perks that you can't get any value on (need heavy reworks)
Very bad: Terrible perks that don't do much for you/ are too inconsistent (for sure need reworks)
Bad: situational perks that need a lot of preparation to work and even then don't do that much (value changes or changes to how they function)
Meh: like bad but slightly better and see a bit more play (value tweaks or slight changes needed)
Decent: perks that can be consistently decent in certain situations and builds (some slight tweaks or changes)
Fine: mostly fine perks that can work relatively well but can also be quite inconsistent (slight tweaks)

I think that monster sanctuary deserves his own bottom tier. But overall yes.

I'd move Distressing 1-2 tiers higher. Maybe it doesn't have much use outside doctor, but it definitely has more builds that any other perk in that tier.
Also Floods of Rage and Thana shouldn't probably even be here, those perks are perfectly fine
for the rest of them, i mostly agree.
Shadowborn shouldn't even be a perk, but a setting of preference, sadge :<

Distressing can work to boost your terror radius for specific builds, but I would consider it very useless on its on (aside from BP grinding I guess). As for Floods of Rage, I think its pretty underwhelming having to hook someone on a scourge hook to just get a quick aura reading, especially now that we have a Perk that gives you aura reading just by checking a locker, so I would at least like to see some number increases.
Thana is an interesting one, as I personally love it and it pairs really well with Killers I like to play (Legion and Plague), however, taking into account the current healing meta you can barely get any value from it on most killers (even the stronger ones like Nurse, Spirit, Billy, etc), and the numbers you get at max value are not even that significant aside from not sticking around for long, so I think the perk needs some changes to how it works (like a token system where you get tokens by injuring for example).

Shouldn't even be a perk tbh, I get that FOV can affect gameplay but they shouldn't lock what should be a setting option behind a perk, and if they do at least make it better than "see a bit wider"

I think some of these placements are off.
Seeing dragon's grip over perks like deadlock,mindbreaker or thana hurts my eyes lol, one perk with a 2 years Cooldown and pretty difficult to trigger its effect, only worth with meme builds.
Retribution is great if built around other hex perks, multiple 15s auras of all survivors is a big deal, especially with killers that can snowball well.
Surveillance on "very bad" perks? really? It's still a good (and underrated) perk, especially paired with ruin/jolt/oppression becomes a solid one. Knowing the exact moment when someone touches the gen (or doesn't touch it) makes you more efficient with your time and easier to spot survivors.
Whispers, bamboozle, floods of rage are also as fine as they are.
blood echo definitely needs a cd reduction (or just remove it completely).
I'd change some placements but overall the other perks need some kind of buff/rework(except for dead man's switch). Also, I wouldn't put perks that haven't already been released, i can see them in different builds yet to be tested.

Hex Retribution as well as SH. Floods of Rage shouldn't even be here. Two well designed perks that can fit many builds.

Because you can barely get any value off of those perks consistently as opposed to Surge. As for insidious and mad grit, idk you must have reading comprehension issues because it clearly says "meh", not good.

It doesn't matter, there is no neutral category so they are either good or bad.
Mad grit:
when you can have games with 0 bodyblocks.
If you want it extra good you need to pair it with Starstuck taking up half your perk slots already.
Insidious:
Literally insidious, one time trick, doesn't work again, countered by Kindred if camping hooks.
Overwhelming Presence:
toolboxes, medkits used outside terror radius, flashlights don't die before blinding you at least
Jolt/Surge:
32 meter range, can be downed next to dead/done gen
meanwhile
Oppresion:
Kick gen multiple gens with single kick, unlimited range.
Grim Embrace:
weaker Dead Man's switch but still it's lot of skillchecks.
can catch survivors off guard the first time.
Gearhead:
Yeah I guess it's meh, but depends how you use it.
Firstly a great skillcheck reveals aura?
That's info, if you're not in chase - Discordance needs 2 people on same gen, Gearhead can work on single manned gen.
(even in chase if someone wants to be cheeky and repair gen next to you, hits great now you know)
Gearhead's aura reveal + killers like Huntress.

That's not how this works, this tier list is comprised of relatively weak/situational perks when compared to the meta or stronger ones, just because some are above others doesn't mean they are good, at most it just means they are more consistent and see more play.

If the perk is consistant and sees more play than why do you put Jolt above Oppression in a tier list that compares meta perks, which are also usually consistant?

Because Surge is much more consistent than Oppression, it works wonders with most M1 killers and pairs well with perks like Ruin or Thrilling Tremors, as opposed to Oppression which barely even works since good survivors don't just leave gens with progression throughout the map and its easily countered by just touching it, when Surge at least gives you an 8% regression. Ultimately, both of these are weak and niche perks, but Surge clearly edges out in terms of power and how much it's used

Surge doesnt work on Special Attacks and the 32m isnt enough for the big maps with spreadout gens.

Even in small maps, surge gives no value if the gen that explodes is being repaird or gets instantly touched
