Spine Chill nerf will kill this perk
Most chases start when the killer comes to the generator. It is very rare for a generator to stand in an open area, and much more often it stands in tiles. You don't need this perk in first case - you can look around and see the killer. You won't see the killer behind the tile's walls, but thanks to the perk, you can understand that he is coming to you and prepare for it.
But after the nerf, the "perk’s nature" is to let you know the killer is looking at you when you can just look back. Now this perk has no meaning and only takes up a slot.

it will be more niche and less all round good. It will still be great vs stealth killers.

The perks shouldn't even exist, the perk ruins Stealth Killers.

Nah, I play stealth Killers and the way to make them work is to approach gens (or wathever you want to approach) from behind LoS blockers like high walls or rocks, Spine Chill wont activate in those scenarios.
If you approach from a point where you can see the Survivor and he can see you back (when Spine Chill will activate) odds are he is going to see you and run away, Spine or no Spine, the only use you have for open areas while approaching Survivors is to test how bad they are, if you manage to get super close without them leaving the gen it means they are awful.

I was expecting just not working on Undetectable, which would've been a good change, but this..is completely gutted and will never see play again. Too much.

I'm fine with the change tbh. I'll have more fun playing as Michael and GF now than I ever did using Spine Chill.

I play a lot of killer aswell and most survivors don't notice my wriath or ghost face until I look at them (how I use to check for spine chill).
I would say its going to become super map dependent aswell which will kill it. so maps like the game it will become usless
