You guys think that maybe BHVR's Data is inaccurate?
As BHVR's is always basing to their current data. You guys think they should not base changes on them? Like recently they said escape rates are are much higher than they like, I'm thinking maybe this is due to the discrepancies to map balance and Killer viability?
Like if a Blight is at RDP, I guarantee you that it's gonna be a sweat fest for the Killer to get a kill however if a Blight is in something like Shelter Woods, It's gonna be sweat fest for the Survivors instead.
My point is maybe Map Balance and Killer Balance discrepancy is the main factor to the skewed data and why Escape rates are high as it is. A Clown on Gideon Meat Plant will play a Pallet breaking simulator game while an Artist on Gideon would play a Massacre simulator.

I doubt it as it's very likely they have stats for each killers on each map.

uh yeah it actually does... Dead Hard works consistently on every map. If a survivor brings balanced landing they risk a shelter woods or wretched shop game, and if they bring lithe they risk the game. If they fixed the map design so every map has a balanced landing spot and at least several windows the other perks would be used more.

Map Balance 100% factors into it though, DH is basically used to extend chases. Half of the time, there's distinct strong af god loop that makes DH stronger as it can be used currently for distance, That's why High MMR has 75% pick rate.

It's probably just easier for bhvr to buff killers a little than it is to rework maps while still keeping the rng aspect to them.

Dh hard is better than every other exhaustion, period.
Even with more opportunity to use balanced landing or lithe, dead hard is way better. Only dead hard allows you to get a speed boost on demand at the perfect timing and greed this much. Map balance cant change that, only a rework can.

Every exhaustion perk is as strong as the current map it's in.
Let's say as a Survivor you get into a McMillan Map where the rare phenomenon of just less than 6 pallets spawned, which you can see in youtube btw. Deadhard isn't a problem when there's no strong pallet or Window to use it on.
Edit: In my 2K Hours or Killer, I have never had a problem with someone Dead Harding to an unsafe pallet or like those unsafe windows at the edges of a Map.

Also this changes are already trying to reduce killer discrepancy, I don't really get what you are trying to say.
Map balances are something they are doing recently (and not exactly doing great at it), it takes time.

With this changes then, Would Myers in Gideon have a better kill rate once the changes release? (In High MMR where everyone actually know what they are doing)

...yes? there is no way reducing chase time not gonna help M1 killers.

I don't think reducing chase time would help Myers more when the Survivor Meta is just pre drop pallets as every pallet in Gideon is Safe + there are currently like 20+ pallets there.
Even now I don't even see my Pig winning in Gideon with Brutal Strength and STBFL.

so now with buffs it's much easier to stop survivors from reaching pallets, while also making it much easier to break, and catch up after breaking pallets?
It's not like M1 killers have literally 0% kill rates in high MMR, I'd say myer on gideon would have biggest difference between before and after due to excessive amount of pallets.
You asked if they gain better performance with changes, not if they can win.

While it is true that the strength of a Killer can vary a lot depending on the Map, it should not matter for overall Data.
You have to keep in mind that BHVR has hundreds of thousands of games which can be used as Data. And if you have a few thousand Blight-games to look at, it will even out and things like a very good Map for the Killer or a very bad Map for the Killer will not have much impact on the Stats.

I'm pretty sure the true kill rates are actually lower than what's present in BHVR's stats. A lot of the times survivors die in the end game collapse trying to save their teammates when they could have just left. If survivors just left behind one person more often, the escape rates would go up. I doubt BHVR is accounting for this.

Sprint burst works on every map.

Lot of times killers get free kills when survivors are too greedy for safe I have even get 3-4K because of that. Would be interesting to know.
