Yes typically gaming studios contact Sony/MS and are given a date the certification will be complete. It shows that BHVR just can't be bothered with anything todo with console.
Has nothing todo with impatience has everything todo how bad BHVRs communication to a large portion of it's customers

This doesn’t mean jack squat, Xbox Support agents are clueless. Wouldn’t be surprised if they told the person inquiring this just to end the ticket. Why would support agents have access to info about certification? That doesn’t mean BHVR isn’t incompetent or full of ######### about the update though. Virtually every excuse they and the apologists have given regarding the update and lack of info are easily disproved by all the other console games that get updates and are made by developers with real community interaction.

Its almost certain now to have failed certification if it was sent when they said "in the upcoming weeks" June 8th on twitter.
Nothing has changed in their communication with players on console.

We know you are eager to play our new content.As part of our mandate to launch high-quality content, we are now using the Public Test Build to publish updates. To release a quality build created after the PTB for this specific 2.0.0 update, our most substantial so far, the certification process on console was more complex. The PC platform, however, grants us the ability to publish our build instantaneously. It is important to note that in the future our updates will be lighter, which should ensure that this certification delay does not happen again.
In the meantime, we will keep you posted on any developments. Note that as soon as either the PS4 or XBOX build is approved, we will release it.

I mean, the response "should come any day" from Microsoft is much more precise than the response "SoonTM" from BHVR.
I mean, BHVR should totally have made an annoucenment saying it's coming "any day" as it would have made everyone happy for sure to know that precise information.1 -
Microsoft or any of it's divisions will never give out info like that since none of them actually know other than the divisions dealing with it. The support person didn't know what to say or heard a rumour and responded with that. You can contact any support and they never give out data like that, only the actual people doing the testing will give out info.
