Resurgence Not Working
1. Boot the game and enter match.
2. Play with Resurgence as a perk
3. Become hooked
4. When unhooked by any teammate, the 50% health progress is not there when they begin to heal. My bar needs 100% healing.

Character played - Claire Redfield
Perks played - Resurgence, Off The Record, Breakdown, Dead Hard
Map - Garden of Joy, Autohaven
Frequency of the issue - Every time I am unhooked by teammate.
Items - one match with toolbox, another with key

This happens when the killer has something causing hemorrhage, because resurgence gives you the heal when you are hooked, and while you are on the hook the hemorrhage status effect regresses the heal to nothing before you even have an opportunity to be unhooked.
