Hysteria on Legion removing KI from their power?

When using Hysteria on Legion while they're in power, it ends up removing Killer Instinct on some if not all survivors while trying to chain hits. Is this an intended function? It's been making me think that Legion has just been bugged for a while but then realized it was Hysteria that was causing the issue.

    This is intended. Legion requires the survivor to be inside the Terror Radius to get tracking through Killer Instinct. Hysteria applies Oblivious, which causes the survivor to be outside of the Terror Radius at all times (since it doesn't exist for them).

    Generally speaking, Oblivious prevents a survivor from being affected by killer powers or perks that rely on a terror radius, Legion’s KI included. The one exception to this rule is the Doctor’s static blast, which will still hit oblivious survivors.
