Nurse Rework idea
Okay, let's pretend to be adults here. I'm one of those stinkies that doesn't think Nurse needs a nerf. But since there are some people that want her to get one, I decided to try to come up with something because I find it really enjoyable.
So to all of you who want her to get nerfed. Would this be enough?

Making all chain blinks become special attacks is a good idea, I've seen that thrown around a few times. It's a start.
The whole fundamental design is a little too powerful though.

I think standardizing her distance and recharge time would be fine. She has the same issue Spirit had where you can't really tell what add ons she has unless you're really experienced at playing her yourself. And when you're basing your pathing off of charge time and expected distance, add ons that affect those become problematic for players.
Which is all to say, I think I'd be ok with removing her range add ons. Maybe her recharge add ons too, but there's a very good reason every Nurse is running range or recharge. Her base recharge time is a bit too slow against survivors that know what they're doing. So Nurse players make up the difference with range or recharge time. They have to bake in the recharge add ons to some degree.
So, yeah, I can usually tell what add ons a Nurse has and adjust accordingly. I've also landed ~25k blink attacks with her. I think any rework of her should straight up standardize the blinks and not allow add ons to alter it. The distance, recharge time, and blink speed are all normalized. She's the one killer on the roster where it would be ok to give her bad-ons, unlike Freddy.

Nurse needs to lose the ability to "blink cancel" by blinking into the floor when she is on "ground level". Attempting to blink cancel should make the nurse just zoom off for a full blink with no down collision.
This would make her not be able to pre-emt survivors and punish for holding a blink too long. It would prevent her from being able to hold survivors in a catch 22 state where they lose if they run and lose if they dont run.
All killers except Tarpper/Trickster should have built in "damage delay" so that when you damage a survivor you have an animation that plays. Namely this would affect Huntress and Nurse. Hitting a survivor makes you clean your weapon or whatever for 3 seconds. Huntress could maybe juggle her hatchet for a moment. Nurse would be required to wipe her weapon and then go into fatigue.
Change these two things and remove her busted addons.... and then we nerf SWF into oblivion and reduce all maps to 9000m².

I think her attacks should be Special in general, but whatever. I guess this can work.
Dull Bracelet - I think you misunderstood how Nurse's chain blinks work. You're not hard capped at 12m by some arbitrary limitation; it's because you fatigue and can only charge 12m worth of a blink in that time frame. There IS an add-on that extends the chain blink window currently, but sometimes you WANT to fatigue, so it's seldom used.
Dark Cinture - I'll be honest, I don't think anything should affect blink speed. She already moves at 13.334m/s, I don't think she needs to be any faster.
Spasmodic Breath - It'd prefer if it also did Hemorrhage, much like Wraith's. But that's my two cents.
Anxious Gasp - Eh, 10m is a bit... tiny. Maybe 16m or 20m?
Kavanagh's - Problem, you'll likely have blinked twice for a hit. That adds up to 3.5 seconds of fatigue, so 3.5/5 seconds. You get the aura reveal for 1.5 seconds effectively.
Bad Man's - Not sure how I feel. It might be fine, but I'm just *hesitant* to affect her lunge range.

Pallet stunning a nurse who's blinked/mid blink should pause her recharge until the stun ends.

Dull Bracelet: Ngl, I totally forgot about Fatigue when I thought about a change for that Add-On... xd
Dark Cincture: I suppose you're right. I just thought about those people who like the extra Blink speed. So I made it into its own Add-On instead of letting Range have it.
Spasmodic Breath: Ngl, since Haemorrhage got a pretty neat buff. I think the combination of Mangled and Haemorrhage is a bit strong for a killer like Nurse to have in an Add-On.
Anxious Gasp: Honestly yea. 10m might be too short.
Kavanagh's: I had that in mind. But I honestly don't think Nurse needs more. Besides, if you only do 1 Blink, you'll have 3 seconds of Aura reading. If I were to make the aura reading longer, she would have at least 4 seconds of aura reading after 1 Blink. And that's pretty much a free down.
Bad Man's: I ran out of ideas xd Maybe changed it so it only works with chained blink attacks or just normal blink attacks?

I had an idea with nurse rework:
Make plaid flannel addon (shows location of where you will blink) but only visible for survivours. It would give survivour clearer view of what to expect.

Kavanagh's: Wrong. Attacking adds a flat 1 second to the fatigue, even if you miss. The base is 2 seconds, so if you do 1 blink and attack, then it's 2 seconds of aura reading through 3-second fatigue.
