Was this killer hacking or is this a bug?
Was playing against a Demo who would shred attack with every hit and I got no speed boost from the attack even though I had Overcome equipped, I would just become instantly exhausted. I didn't even get the normal 1.8 seconds of speed boost. He was running no perks or add ons that caused exhaustion either.
Thinking about sending this video to Bhvr and reporting him for cheating. But lmk if it's a known bug

Sounds like a bug, but report just in case. They will be fine if they are not cheating.

I had a game once where I still had endurance from bt
and the deathslinger shot and hit me. So I got away but I got no speed bonus from overcome. It's that normal? I wasn't exhausted

Overcome does not trigger on endurance hits. That's intentional. (It used to when it was new, but it was deemed a bug and removed.)

I'd send a report down, either they're a cheater and something will be done or it's a bug and nothing will happen.

Off the Record and Overcome work together. Or am I misunderstanding you?
