Cannot summon dire crows sometimes between 2 to 9 sec after hooking a survivor as the artist
Every time i hook the survivor as the artist i cannot summon dire crows for few sec between 2 to 9 sec
For example i hooked the survivor and now i'm targeting to summon dire crows to swarm the revealed survivors highlighted in red aura using "barbecue and chill" but does not summon sometimes.
Is it a bug or not?

You can’t summon crows in direct proximity of a hooked survivor. It’s similar to the Twins who can’t place one of the characters directly next to a hook or how Dredge can’t teleport the super near lockers when someone is hooked.
once you are out of range you should be able to summon crows normally.

Yes it’s not a bug! It’s intentional that you can’t place/summon crows directly next to hooked survivors!

As mentioned above, you cannot summon crows too close to a hook - you need to walk 10 meters away before you can use your power.
