I don't think so. Leviathan is their creator and god, having a massive amount of control over them and being the one they spread pain and pleasure for. I think it's more that the cenobites discovered the Fog and saw it as an opportunity to spread pain and pleasure without being impeded by earthly troubles. They're more using the Entity than it using them.

Someone brought a Lament Configuration into the Entity's realm, and now they're here. They're not bound to the entity at all, I'm pretty sure, they just enter and exit the realm as they see fit.
