My Perk change suggestions from 6.1.0

I know this has been done to death and I’m a bit late here but after trying these out on both sides for a while:

Survivor:

Calm Spirit - Speed penalty halved to 15% or even 10% - 30% is too big a speed penalty and makes this perk hinder the player more than help.

Dead Hard - Add: if you have the broken status when activated you dash forward  - Buffs this perk as well as makes No Mither slightly more viable.

Decisive strike - 1 second extra stun (4 seconds) - 3 seconds often isn’t enough time to escape the killer.

Iron will - Keep disable when exhausted, reverted to 100% silenced grunts of pain - This perk is really only viable at 100% noise reduction, if this is too strong maybe give an increased exhaustion recovery time, even if the survivor has no exhaustion perks Fearmonger can trigger exhaustion so is this perk has a hard counter.  

Spine Chill - Keeps vault speed bonus removed but otherwise reverts back to old Spine Chill except for doesn’t work on killers who have the undetectable status or if the survivor has the Oblivious status - I think this is more useful than the current Spine Chill while remaining balanced.

WGLF - Gives 25% bloodpoints bonus per safely unhooked survivor, stun/blinding a killer to rescue a survivor and protection hit taken to your Boldness score (Maximum 100% bonus) - Altruism might make more sense but No One Left Behind already has that, incentivises benevolent play by survivors.

Killer:

BBQ - Gives 25% bloodpoints bonus per hooked survivor to your Devout score - Incentivises killer not to tunnel. 

Hex: Ruin - Instead of being disabled it’s aura is shown when a survivor is killed - Already has nerfed speed at 100% so being disabled is too big of a drawback, aura shown seems like a good middle ground.

Tinkerer - Can only activate once every 60 seconds per generator - To be honest I just kind of miss the old Tinkerer.

    Why does Calm Spirit have to slow you down when you aren't even fully silenced doing these actions? Throw slow down out of the window or fully silence the actions.

    Validation for dead hard seems to have gone out of the window. Fixing that will/should fix dead hard to be more reliable.

    Idk, do feel like vault speed was kinda off, not really fitting the perk.

    If they aren't post game these % changes won't matter (especially for wglf, how often do you not max boldness out?)

    Hex: Ruin should be 100/125/150%, with it disabling after a kill change my mind.

    Understandable buff, but I hate old tinkered on Nurse/Spirit/Blight so no.
