Is this or is this not considered attempt at taking the match hostage.
SWF with 2 survivors left with 4 gens up. Honestly got some lucky downs. Couldn't find the last 2 for the life of me. All gens regressed to 0%. After a couple of minutes of zooming around the map I start walking by lockers to see if I can hear them breathing in them. About 2-3 minutes progress of me running around trying to find them and they're not getting the afk birds.
Finally, I decide to see if they're trolling in the back lockers in the basement and they were. I assume to not get flagged afk they were just going upstairs, working on the totem by the pallet door there but not completing it then walking back downstairs and going into the locke for whatever reason (to troll, to try to waste my time because I was winning, who knows). I know they weren't working on gens because they were all 0% as I zoomed around the map or healing each other because they were both uninjured so totems had to be the only way they were not getting flagged.
Is this an attempt of taking the match hostage regardless of what is going on since they are not trying to progress the game whatsoever?

I think the devs have said it's normally around the 10 minute mark when things are certainly considered hostage taking for stuff like that.
5 minutes or so is fine since they could be coordinating, looking at gen locations, searching chests for a key or helpful item, etc.
That time between 5-10 minutes is iffy and I don't think the devs have ever given a specific time window of what's too long to be doing nothing.
In your case, it's a solid maybe. Would probably depend on whoever looked at the ticket honestly.

Yes, this has been stated to be against rules before. It is reportable (with video evidence they didn’t try to do gens) and potentially bannable depending on factors. It is refusal to participate in normal gameplay and taking the game hostage.

Hiding is very well be hostage situation, killers have no basekit tools to reliably find COMPLETELY hiding survivors.

Nah, the afk crows totally work, this game design issue does not need to be addressed whatsoever.

This is one reason I think the game should have an internal timer where if no scoring events happen for, say, five minutes then the game goes into endgame collapse or sudden death where if nothing continues happening it ends immediately in a draw (or whatever the equivalent of a draw is in this game.) Five minutes of literally nothing happening on either side is plenty of time to just call it a stalemate and have the game force things to move along.

It's one of those things that are technically against the rules, but:
A. You need video.
B. I've never seen/heard of anyone getting banned for this, even anecdotally.

They could've still gotten flagged if OP recorded some video evidence before hand

True true, I don't think any bans would come from it though, unless it was a repeat offence since by OPs own admission it had been 2-3 minutes before they stopped patrolling and went to check basement. But I'm also not in the know on they mysteries of BHVRs report system lol
