Accuracy is the most important things when it comes to licenses
Wesker has his PTB and honestly they did not learn much from Nemesis. For licensed characters, want mostly matters is adapting them accurately. If you're not willing to do that, then answer this question, why did this have to be Wesker then? If you take the source material and misrepresent it the fans have a right to be upset. Look at some examples in movies which apply there as well. Movies based on video games. And shows of course. The latest Resident Evil show. One of the things you hear all the time is why was that Resident Evil? It simply shouldn't have been RE. It didn't feel like RE and it wasn't. Like how DBD's RE chapters' characters don't feel like those characters. Look at Halo on Paramount Plus. They mess around with stuff so much that I simply shouldn't have been Halo and people are RIGHTFULLY able too be upset when it's screwed around with. Uncharted also did it. Remember the old Mario movie?
People complain about all those things. The reason is the accuracy is something that matters. When a new licensed killer is coming out, I'm sorry for those who may not care for the licenses but the simply way it SHOULD go is if the character is already like other characters in the game, you should expect that. No instead we get... Whatever they did to the 2 RE killers. And Freddy. These characters are supposed to be for the fans of the licenses but they don't end up actually trying to appeal to the people who actually care for the license.

What's inaccurate about Wesker, you haven't explained that whatsoever
He's RE5 wesker in literally every single way from his power, to his appearance to his voicelines
Also comparing DBD's chapters to horrible TV shows like the RE and Halo series is actually disrespectful, BHVR at least shows some care to the source material - Whether or not you agree that it's completely 'accurate' to YOUR expectations, they don't go completely off the rails with any of their characters
Sadako and Pinhead are the two most faithful license adaptations they've done
I do agree Nemesis isn't super accurate, but they were never gonna put a rocket launcher in DBD. A flamethrower I could kinda see.

Only because you misunderstand what I say. What I mean by accuracy is making them feel like the character well enough. Obviously no one expects Nemesis to have infinite rockets and sprinting everywhere. Obviously he would need some kind of balancing and stuff which is fine. What I mean by accuracy is for example Nemesis just having those 2 thing in his power.

Doesn't use a knife, doesn't use tentacles like that which was the same exact problem as Nemesis, and doesn't really infect you at all. That's his whole power and it's not Wesker from RE5 because he didn't do these things.
I was comparing them in the way that they both share the 1 big problem. The characters you're advertising are widely inaccurate so what was the point in using them? Like I said, if you're not gonna add in Wesker's abilities then don't use Wesker. It's simple. Just don't use him. But they decided to and give him things he doesn't do or that aren't what make him iconic in his power. He also just looks like an idiot when he runs.
Those characters are great. Pretty much every license besides both RE chapters and A Nightmare on Elm Street are great. Michael Myers is probably the best still and same with Leatherface. Super great characters. And like you said, Pinhead and Sadako. Surprisingly well implemented. It seems very hard to do that with the RE characters though.
Even if they wouldn't, then like I said, DO NOT use Nemesis at all if you'd shot willing to put something in that honestly can fit just fine until the game. Probably more than the flamethrower. Why didn't we get something like Mr. X or Birkin then? Why not just choose those better fits even though Nemesis could've fit perfectly? It doesn't make sense to use Nemesis then other than to use an iconic name to sell a crappy redone version of it that feels nothing like it. Kinda like Ghostbusters 2016 or something.

You're telling me simply having a rocket launcher and a sprint can't be balanced? But I assume you're talking about other characters so then all they have too do is simply do not use the character. If they aren't willing to add the character then just simply do not do it. It's better that so you don't piss off the main audience to the chapter.

Honestly killer strength is pretty irrelevant to me since this game is pretty casual. So long as they add a new dynamic and are fun to play as/against then I’m cool with them
I disagree on wesker though. I feel like he fits the idea of RE5’s wesker perfectly

How is Wesker inaccurate here? They did him way better than Nemesis. At least with him I feel like I am playing the maniac with hyper speed, and they managed to incorporate some part of his uroboros form with the tentacle. The only real issue would be him using a knife, but that is quite a minor pet peeve if we are being honest.

Also you are wrong. While accuracy is important the most important thing above all is that they fit and flow in the game they are being put in.
That's why nemesis could have never had his rocket launcher without it feeling like a party popper cause DbD isn't made for that kind of weaponery

He has a knife probably to sell skins since it's hard to justify selling a cosmetic when the 'weapon' is just a diff pair of gloves.
If you read the lore, Wesker was taken from RE5 right after he injected himself with Uroboros which is where his tentacles come from

You see, OG Freddy and Michael Myers are (were) very accurate to their source materials, but that is because they could be. It is unreasonable to expect Nemesis with a freaking Rocket Launcher in DBD.
As for Wesker... I don't care about him, but from what I've heard he seems to be pretty accurate to his RE5 version.

Accuracy is one important thing. Other important things are making sure their ability is fun to use and to play against, making sure they fit tonally within DBD, and making sure they aren't too repetitive or boring.
I think, though I cannot prove it, that the last point there is why Nemesis doesn't sprint even though it's the only other thing he does that'd fit within DBD. Lots of killers have a sprint/dash/hurtle ability, so it'd be kind of repetitive- leaning into his tentacle and adding an infection mechanic to evoke RE in general was more unique, and since it isn't inaccurate it's totally fine.
Besides, from what I've seen, Wesker seems shockingly accurate? His main thing in RE5 seems to be super speed, like, dashing and dodging to and fro. In DBD... he has quick dashes that look very similar, on top of a fun new mechanic that plays off his strength. Similarly, he has Uroborus tentacles to play off his Uroborus form-- the infection is the only thing that isn't accurate.
I think your main issue is that you think the only way to be accurate is to translate things one-to-one. There are other forms of accuracy and faithfulness to the source material, like evoking it with similar mechanics and similar themes. Wesker fits that perfectly- drawing straight from the source for the broad shape of his power, for his voicelines, for his mori, and for his appearance, but giving them new specifics that make him fit within DBD even more smoothly.

I could somewhat understand these complaints with Nemesis, but with Wesker? Really? What was Behavior supposed to do? They can't just directly pull him out of Re5 without him being overpowered.
Resident Evil is not Dead by Daylight. There's a reason why the only gun we have in the game is a harpoon gun from the 1800's. We are never going to get rocket launchers, or flamethrowers, or ballistic weapons in DbD. Behavior has to work around that, which is why Nemesis uses his fists and Wesker uses a knife (which I've heard he does in fact use in some of the spin-off games).
Characters are never going to be 100% accurate to their source material, but I feel like recently Behavior has done a great job working with what they've got.

You mentioned they need to fit TONALLY within Dbd. And that's the reason Nemesis doesn't have his rocket launcher or Wesker his guns. Such technology doesn't fit the tone of dbd.

Why is it unreasonable to expect a rocket launcher? It's a projectile that when it hits something it explodes to a certain radius and would instadown them.

Wesker being able to sprint isn't one to one and that's what I'm asking for. Nemesis simply having the spring and rocket launcher isn't one to one but that's all I want. I don't get where I'm saying he needs to have a tentacle too pull you in while having infinite rocket launcher bullets and can sprint and instead own you when he feels like it. That's clearly not what I'm asking for. I don't know where everyone is getting this.

Has a knife for no good reason, has tentacles in his normal form, where is his awesome Sprint? Oh right I forgot they did the exact same things with Nemesis where it's just his animation but this time it looks even worse. He looks like The Idiot. Not The Mastermind when he walks/runs around.
Well again, DO NOT USE WESKER AND NEMESIS. If they aren't willing to put in a perfectly fitting rocket launcher if they are willing to put in literal grenades, then don't use the character which severely limits our options. We should've just gotten Mr. X although they'd give him a sledgehammer or something dumb.

He HAS tentacles. Same problem with Nemesis though. Not really an iconic part of the character. Or at least not as iconic. It's like adding Jason Voorhees and he has a harpoon gun in DBD. Sure he HAS used it before in a way but the Jason you should probably add is the obvious style.

Wesker feels slightly more like Wesker than Nemesis felt like Nemesis. He's only slightly better because he has a dash which isn't the sprint though which should've been the power.

Sprint is one accurate way to adapt Wesker's powerset. Another, equally accurate way to adapt Wesker's powerset would be to give him a series of short range dashes that move at a very fast speed, since that's one of the major ways he seems to use his speed in the games to begin with.
As for Nemesis being able to sprint, I went over that. The same applies - it's one accurate way, not the only accurate way - and also, the tentacle is the more unique aspect of him. It's better to have him be accurate and unique than accurate and boring and repetitive, I'm sure you'd agree.

A: Bring over the popular licensed character and tone down some aspects of them to better fit into their new environment
B: Throw all that money away because I can't Ctrl+C them directly from their source material and I would rather commit Seppuku in shame than disrespect these fictional characters

Capcom probably doesn't care since it's not their game. BHVR is the one who ends up coming up with the power so the blame is 100% on them. And the rocket launcher is super easy. You should after acquiring it after certain requirements are met, it hits something or someone, it explodes and anyone in the radius is downed and you carry on with the match and get another rocket later on in the match.
