When you prestige to unlock teachables can you then level them up on every other Character?

Can you level up teachables as normal when you unlock them or do you need to have prestige 3?

    Once you prestige a character you unlock their 3 perks on every character at tier 1. You can then find tier 2 and tier 3 within their bloodwebs like normal.

    Or you can prestige 3 a character to have their perks at tier 3 on all characters.
