Perks need to have different effect for each killer
The devs made the MMR unique for each killer, because they said that they have unique gameplays. Why not making perks unique too?

Sounds pretty complicated.
Perks already synergise with different killer powers, I think that's enough. E.g. STBFL works great on killers with an M2 attack like Demo, while Thana obviously works great on Plague to get survivors cleansing, etc.

Because it's absolutely unintuitive nonsense. Running bamboozle on clown is different than bubba..... For reasons? It just doesn't make any sense from an approachability standpoint and pigeonholes killers into an even smaller array of perks.

That would be an extremely time consuming task even for a dev team with a huge amount of people.
Including Wesker, that would require a minimum of 2,716 reworked perks assuming you left the base effects on the killers that have them. 2,700 perks to rework and make work differently per killer and all of the balance testing that goes with it. That would be a ridiculous amount of time and effort, and god knows if there's even enough ideas to make it work.

Well what about DS than? Stun can be increased for the Nurse?

They're capable, it's just probably not a good idea. Way too complicated for whatever benefit it might have to make every perk work differently for every killer. Not only does that mean going through and tweaking all the perks for all 30 or so existing killers but it also means every time they add a new killer they have to go through and adjust every already existing perks' parameters specifically for that new killer. And to what end exactly, to make certain things slightly less or more powerful on specific characters?

No way is that happening. A perk is a perk. It shouldn’t be more perky or less perky simply because of the chosen character.

Maybe going over them all for every killer is way overboard, BUT I think it should be an option for outliers. The Thanatophobia or PainRes+DMS situation could have been rectified, if they modified this perks on the killers where they are overtuned, but leaving them at baseline for everyone else. I think this would open up more design space, as right now every perk has to work on M1 killers, but also on Nurse, and a perk that is fun on Myers might make Nurse a living nightmare (sorry Freddy).

Balancing/bug nightmare waiting to happen terrible idea. It's nice that certain perks synergize on specific killers.
