Other Licenses Don't Seem To Matter Much
I'm aware that other licenses are old, and from when the game was a different time, however, it's mind boggling to me just how little effort they put into some licenses in comparison to the Resident Evil chapters.
Even then, there are still issues with the RE chapters, but compare the RE ones to Nightmare On Elm Streets chapter, or the Sadako Rising chapter.
With Resident Evil chapters, it seems they actually focused on making a killer fun and viable. That's all up to opinion of course, but when you look at Nemesis, then look at someone like Freddy or Sadako, it really feels like a slap in the face to the respective license those two are from.
I'm in no way saying that Freddy and Sadako have to be S tier or anything, but doesn't it just feel lazy?
Then Resident Evil chapters roll around and they get a bunch of cosmetics, a new map, etc.
It's annoying tbh. I wish they put this much effort into all their licenses. You'd think some of the old ones like Myers would at least get some kind of update since he's so old.

Sadako is up for review and will likely see adjustments.
Freddy (and Myers) are old licenses that really should be relooked at, but BHVR is pretty slow at getting around to reviewing things that should be reviewed.

Likely, but it bothers me that the effort we see with Resident Evil chapters is never seen on other licenses.

I'm still of the impression that Silent Hill was the one they put most effort in to. The attention to detail, multitude of easter eggs, the atmosphere - it feels like any other license (whilst still big for them) didn't get quite that attention.
Not that I'd complain, because Silent Hill has always been my favourite series of games, but there are options. Depends what deals they made with the owners of the licenses too, perhaps?

I agree, it's still a shame though that other licenses just fall short in comparison on so many levels.

B-Tier for Freddy and I would be happy. Same for Sadako.
How to get there:
Freddy: Addon-Pass, Snare/Pallet-Basekit
Sadako: Cooldown from TVs shorter and Demanifest/Manifest down to 1,0sec instead of 1,5sec.

I mean its hardly fair to compare the effort put into Myers as the second DLC to the 25th DLC. Sadako's was a bit lacking imo but it had next to no hype behind it.

You have to remember that each license holder also dictates how their license will be used when being designed for the game.
Some are very hands on and open-minded about the devs ideas, some are probably control freaks about them and will only allow the smallest amount of room for creativity or deviation, and some probably just greenlight it and pay no attention from there.
It's all circumstantial.

All the Sadako and Myers slander in this thread is ######### unbelievable.
