Twins Change I think would be needed with the upcoming possible update
With the chance of Unbreakable and Mori's happening, it will be even worse for Twins, especially if not done without a few changes.
My suggestion? If you don't want to do a total rework of the kit the best suggestion would be the following.
When downing a survivor with Victor, pause the recovery timer for several seconds, allowing for the Twins player to get to the downed survivor before they manage to pick themselves up. I'd think that 5 seconds would be enough cause that is about the total time it takes to get back to controlling Charlotte.

I think the twins are due a rework anyway because of the fundamental design. This update as you said makes it so much worse for them and its true, they will be much worse now so I think just a rework for them is needed.

Even if you don't try to slug with victor if Charlotte is across the map on a big map and the survivor has the new unbreakable they will be up before you can pick up

An Interesting idea I had was what if Victor could leap from Charlotte to attack the survivor, if the attack misses Victor stays on the ground as a tracker of sorts till he either is kicked or respawns, But if they land on a survivor it causes them to be exhausted and hindered for a few seconds before you could remove them, or it downs you if your injured. Sort of like a Hatchet with a larger hitbox and a higher chance of mistakes, but a larger reward if it lands.

That could be kinda nice, I think that could be an addition to the power rather than a main feature since it might be too similar to other ranged killer, but an interesting idea.
