Why are hooks sitting next to gens?

Well, they should be a certain distance apart, but I often see two in the same room. I've also seen gens (and hooks) within 10-15 meters of each other before, and not as rarely as you would hope.
The RNG in this game is often pretty confounding.

I really wish it actually calculated pathing instead of just being radius based. The amount of times maps with obstructions or closed doors can create deadzones is kind of baffling, especially since as mentioned they could end up being two in the same room sometimes due to just not knowing where to put them during generation.

Saw an awesome use of reassurance where the map spawned a hook right next to a gen. One player was hooked and the other came in, used reassurance then worked the gen. Since the killer would assume the unhook would come first he/she never came back to check that gen. Gen popped then came the unhook and they got away while the killer was fooled into looking elsewhere.
Situational, I get it but sometimes this map generation actually works in either party's favor. Obviously the described scenario would be rare but how often do we actually go down next to a gen we're working? Ghostface sometimes sneaks up on me and grabs me or some 1 hit killer gets me but more often than not I'm long gone from whatever gen I'm working.

Never seen 2 in the same room. However I see Midwich with only 2 hooks on the entire first level pretty often.

I see two in the same room with some frequency (mostly on the game). I see one hook in a room and one just outside (but within only a few meters) all the time. Usually on the Game, sometimes Midwich, but almost always in an indoor map. And sometimes on outdoor maps.
As @Ryuhi mentioned above, obstacles/doors/etc. seem to confuse the system and result in some absurd spawns.
Gens, too. The worst I've seen is on Lery's when one spawned in a corner room, and another just outside in the hall, like 3 meters away. Another recent one is on Haddonfield, where one gen spawns as usual by the porch of the Myers house, and another just in the front room. I see this one quite a bit.
Had another situation on Haddonfield where the survs I was going against three genned themselves, and all three gens were on the end of the street (one behind the concrete barriers, one just on the side of the street, the other sitting in the hole in the wall of a house on the other side. Like a 15 meter spread in essentially open ground.
RNG be crazy.

It's the same as explaining to me, why in a school map there is only 2 hooks at the first floor.

The Situation is that there's one less gen to worry about as a killer and if it was worked on it's even better.
You don't have to leave the hooked survivor

There is 7 of them on the map, 3 when last one needs to be completed.
How do you expect killers to hook survivors if there are no hooks he can get to because the generators are there?

I didnt say only go for hooks near gens. It's just the hook spots which have a gen nearby are making it easier to patrol the other gens.
