Overwhelming Presence
A terror radius perk that increase the consumption rate of items by 90/95/100%. There are no other effects. This perk feels extremely situational for what it brings to the table, and it's more used for either killers with huge terror radius w/ distressing such as Doctor, Wesker and Legion, but even then I don't see them, or anyone else for that matter, use this perk.
I got an idea or two but I don't know if it's the right choice. What if it also randomly spawns a skill check by 50% but doesn't give you progression or the skill check is shaking and the rotation is abruptly changing from directions?

Killers have 99 or so perks.
The nine best perks got nerfed massively in the last big patch.
The remainder tend to be either situationally useful (Lightborn), only useful on specific killers (Distressing on Doctor), broadly applicable but largely bad (Brutal Strength), or almost totally useless (Overwhelming Presence).
If they were to actually go through the tier of "there is no reason to ever run this" perks and make them decent, they'd be redesigning half the killer perks in the game. And considering that they never make a buff without finding a way to get a nerf in there too, I doubt a reworked Overwhelming Presence would be anything anybody would want to run anyway.

Would it be overpowered if they switched it to survivors outside of your TR? Then survivors would be encouraged to heal in your TR.
I guess if they made that change it would not have much synergy with doctor.

It's the same as Unnerving Presence... TR perk but it affects skillchecks
But at this point its about Gen regression... That's why one doesn't see Overwhelming Presence

It's a meme perk. I think it should prevent you from using items in killer's tr when not in chase and then effect will persist for 10 seconds after leaving tr. It'll be a good counter to medkits if you bring sloppy butcher or hemorrhage addons.

That is one of the huge amount of bad perks, I only use that perk in a doctor troll build I run sometimes along with Distressing, Unnerving presence, Coulrophobia and Calm addons.

.good description of dbd killer perks. the perk is only useful vs flashlights for survivors who blind the killer at pallets. Its not like lightborn does not exist for this functionality already.

Survivor perks have been getting this applied logic recently.
Botany knowledge - 50% healing, lose 33% med-kit efficiency + added negative of -20% med-kit efficiency
Calm Spirit: Added lower volume for opening and cleansing totems, added -30% action speed penalty to the actions.
Pharmacy: Added the ability for the perk to give multiple green med-kits for opening chests, added injury condition.
Overzealous: Increases repair speed for cleansing totem, added negative effect the bonus is lost when losing a health-state.

I use this perk and have been using it on one build in particular with certain killers!
Claurophobia/Sloppy Butcher/Unnerving Presence/Overwhelming Presence
w Clown, Wesker, Doctor and some others. Its quite good and is a pressure build!
