Twins have so much cosmetic potential!!
If you started giving outfits to Victor, Twins would already be much more appealing to play, at least for me.
You could release a Christmas outfit for the Twins, where Charlotte is dressed as Santa Claus, and Victor in a little elf uniform. How cool would that be!
Other ideas:
1) both in a chef uniform, OR charlotte in a maid outfit and victor in a chef uniform
2) easter outfit - Charlotte in a chicken outfit, and victor in a rabbit outfit, or vice versa
3) Charlotte in a lion outfit, and Victor in a cub or cat outfit
If you finally buff them (remove the long cooldowns they have, and Victor dying on certain items), and start giving them cool outfit combos like I suggested above, they would be very appealing to play. Please don't sleep on this! :)

They're not going fo waste time on that because Twins are the least picked killers of the whole roster
Sure adding cosmetics would help SOME but to bhvr I don't blame them ignoring the twins

BHVR spent a LOT of time designing and programming Twins. Throwing them away is a huge loss. With some nice buffs and interesting cosmetics, they could become much more popular than they are now.

+Technically, Victor is a power.
Atleast for now they have a rule to not give cosmetics to their powers. We'll see if they change their mind sometime soon™

If they ever did a creepy ventriloquist and her doll skin for The Twins I would snatch that up in a heartbeat. 🙂
Unfortunately the devs commented a while back that while they thought about special outfits for Victor they ran into a problem doing it because he’s technically a “weapon” and not part of Charlotte’s outfit and the engine doesn’t apparently easily support custom special attacks.
